40146-012: UZB: SSTA to Support Banking Sector Development

Project Data Sheet (PDS): Overview

This PPTA will be used to hire two foreign commercial banking experts and three local consultants, in order to undertake a due diligence review as well as develop business plans that incorporate each bank's financing needs over the next three to five years. These efforts will focus on assessing the bank's financial performance, quality of assets, clientele base, credit and risk management, back office operations, anti-money laundering systems, origination processing, regulatory and compliance functions, treasury, human resources, accounting standards, ownership structure, and off-balance sheet operations, and will provide an integrity check on the bank's operations and major shareholders. In addition, the due diligence support will be used to determine the structure of post investment involvement with the banks should ADB make a positive decision to invest in or povide financing to one or more of them.
