Summary

Description

The TA focuses on developing the capacity on environmental management of EVN to achieve a sustainable development scheme in reducing environmental risks of thermal power plant development. The TA will also assist the Department of Environment and Natural Resources (DONRE) of QN Province to improve its capacity of managing air quality and environmental impacts of thermal power plant development in the province.

The proposed TA, which will have two components, shall address environmental management issues of thermal power plants. The expected outcome of Component 1 will be building adequate capacity in EVN to manage pollution control and implement environmental management measures of thermal power plants. The outcome of Component 2 will be strengthened institutional capability of QN DONRE in air quality management. The expected results for Component 1 are: (i) improved knowledge of environmental planning and management strategies for TPPs for the staff of EVN and its associated institutions and organizations, including Thermal Power Plant Management Units (TPPMUs), PECCs, and TPPs; (ii) strengthened capacity of PECCs, TPPMUs, and TPPs on the design and implementation of pollution control and environmental monitoring; and (iii) training materials including state-of-the-art knowledge and international good practices that can be used by EVN for its future training. For Component 2, the expected results are (i) strengthened QN DONRE?s institutional capacity on air quality management and air pollution control of TPPs and many activities in the province; and (ii) an Air Quality Management Plan for QN Province including baseline data for air quality and public health monitoring in the vicinity of the Mong Duong TPP.

Project Rationale and Linkage to Country/Regional Strategy Viet Nam?s rapid economic growth of 7.5% per annum over the past decade has contributed to the Government?s success in reducing the share of population below the poverty line from 58% in 1993 to 19% in 2006. The Government aims to maintain this level of economic growth until 2010, and to further reduce poverty to 15%. With continued economic growth comes an estimated 16% per year increase in power demand. Any shortage in power is most likely to result in slower economic growth and under achieve the poverty reduction targets. To address power demand requirements, the Government of Vietnam prepared the 6th Power Development Master Plan (PDMP). To support the 6th PDMP, ADB is preparing a major lending program to assist Viet Nam in meeting the power demand. The Country Strategy and Program for Viet Nam, 2007-2010 incorporates the environment as a cross-cutting theme and proposes initiatives to assist building the Government?s capacity for environmental management to ensure a sustainable high level of economic growth while at the same time providing financing support to the country?s infrastructure development.
