Summary

ADB is helping Viet Nam provide farmers with reliable irrigation services to boost yields, rural income, and food security in Thanh Hoa province. The project will build and upgrade about 58 kilometers of main canals and lower order canal distribution systems to supply existing pumped irrigation schemes, which draw water from the Chu and Ma rivers. It will also improve management of irrigation systems.

Description The project is part of a wider government investment to deliver water from the Cua Dat reservoir to the command area. It will finance the construction and upgrading of about 58 km of main canals (the north and south main canals of the Northern Chu and Southern Ma Rivers Irrigation System--NCSMRIS) and lower order canal distribution systems to supply existing pumped irrigation schemes which presently draw water from the Chu and Ma rivers. It will also to develop presently rainfed areas to serve an irrigation service area of about 23,900 hectares. The project will support capacity building of the irrigation management companies and water user associations to improve operation and management (O&M) of the irrigation system, and provide extension services to farmers. The project will benefit about 120,000 farm families. The government has agreed to comply with ADB's Safeguard Policy Statement for the whole investment program to strengthen the application of social and environmental safeguard procedures.
Project Rationale and Linkage to Country/Regional Strategy The Development of the Northern Chu and Southern Ma Rivers Irrigation System (NCSMRIS) will provide farmers with reliable irrigation services, increasing agricultural productivity and the incomes of the rural poor, to enhance food security within the irrigation command area. Situated within Thanh Hoa Province in North Central Vietnam, the NCSMISP command area is presently served by one large and many small pumped schemes, drawing water from the Chu and Ma Rivers. With the recent completion of the Cua Dat reservoir and multi-purpose project, these pumped schemes will be converted to gravity irrigation supplied from the reservoir. The government's investment program, of which the project is part, will develop new main and distribution canals rehabilitate existing irrigation and drainage facilities, improve water management, enhance operation and maintenance (O&M), and mitigate the effects of climate change. The government's NCSMRIS investment program covers an overall service area of 31,100 ha.

The pilot sites will be reduced from 3 to 1 with only maize as the pilot crop since: (i) a pilot site for rice will be implemented by the World Bank 7 project (Phase 3 of the project); and (ii) it is difficult to obtain consensus from the land owners; and (iii) a drip irrigation system has been developed by a private company for a sugarcane pilot site.

Summary of Environmental and Social Aspects
Environmental Aspects Principal issues identified in the initial environmental examination were the scale of land acquisition and displacement of affected households for main canal infrastructure, and the need to relocate about 157 graves. Inter-commune and district roads will be severed, requiring new bridges, and some 46 ha of forest land will cleared and an equivalent area of forest will be established within the vicinity. During construction, air and water pollution, soil erosion, and traffic congestion will need to be managed through strict control of construction contracts; the health and safety of construction workers and the community must also be addressed. Post-construction impacts include potential increases in agricultural waste, fertilizer, and pesticide residues. An environmental management plan prepared for the NCSMRIS investment program to mitigate and monitor these potential impacts is being implemented and regularly monitored.
Involuntary Resettlement During project preparation, it has been estimated that 2,824 households will be affected of which 2,426 households will be severely affected within the project area of the phase 2 of the NCSMRIS investment program. The updated resettlement plan (RP1) for the first stretch of the NMC (km0 to km10+557.27) and the first stretch of the SMC (km0+58.7 to km10+00) construction have been approved by government and endorsed by ADB. Implementation of the RP1 and RP2 have been completed and is being monitored by an independent external agency. The updated resettlement plans for the branch canals (RP3 and RP4) are under preparation. Resettlement plans need to be approved by ADB prior to construction.
Indigenous Peoples The project directly and indirectly affects the customary rights of use, access to land and natural resources, and livelihood systems of ethnic people in project communes. Of the 119,495 households benefited by the project, 11,448 households comprise Thai and Muong ethnic minorities. There is broad ethnic minority community support for the project, as documented in meetings with communities during project preparation. An indigenous peoples plan (locally termed an ethnic peoples development plan) has been prepared and approved. Updated IPP for similar area for RP1 and RP2 is under implementation. IPP for the branch canals will be prepared at the same time with RPs 3 and 4.
Stakeholder Communication, Participation, and Consultation
During Project Design A full range of participatory workshops and consultations were conducted during the PPTA stage. Stakeholders participated in the investment program preparation, including: (i) public consultation workshops to present / discuss development issues, project identification/ priority criteria, feasibility study recommendations; (ii) focus group discussion with stakeholders; (iii) meetings with government officials (central and provincial and district levels); and (iv) questionnaire-based surveys.
During Project Implementation The updated public information brochure (PIB) has been distributed to AHs. AHs were consulted on the updated compensation in the updated resettlement plans. Income generation strategy for severely affected households and relocation options will also be discussed with AHs and local authorities during the public consultations meetings.

Consulting Services

Quality- and cost-based selection (QCBS) method is applied for selecting and engaging consultants for project management, and construction supervision and policy, training, and capacity buidling preparation and implementation.

Other selection methods applied are: (i) consultant qualification selection (CQS); (ii) individual consultant selection (ICS); (iii) fixed budget selection (FBS); and (iv) least cost selection.

Procurement The ceiling for NCB for civil works is at $5 million, although NCB packages larger than $2 million will require pre-award review by ADB. The limit for NCB for goods and services will be $500,000. ICB will be the preferred contracting arrangement for new canal construction, with optimal packages sized to attract suitably qualified bidders and to facilitate contract management and project supervision. NCB will be used for rehabilitation works.
