Project Data Sheet (PDS): Overview


The PPTA will specifically be used to conduct a cumulative impact assessment (CIA) for the Nam Ngum 3 Hydropower Project. The CIA study will assess the impact of the development activities along the Nam Ngum river and develop scenarious covering various issues that would include hydrology, vulnerability to flooding, social issues, fisheries, water quality, water supply, irrigation and biodiversity. It will also evaluate the existing legal frameworks and the capaicty of GOL to manage these impacts, including identifying gaps and areas for improvement. Finally, it will determine the appropriate mitigating measures specific to the Project that would address project specific impacts as well as cumulative impacts. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
