Description

The purpose of the TA is to undertake project preparatory work for the Nam Ngum 3 Hydropower Project (Project). Specifically, the TA will conduct a cumulative impact assessment (CIA) study for the Project consistent with the National Policy of Environmental and Social Sustainability of the Hydropower Sector in Lao People's Democratic Republic and the ADB policies and guidelines. The TA will assess the impacts of the Project and (i) identify potential sector impacts; (ii) predict major cumulative environmental impacts; (iii) indicate threshold levels of sustainable development; and (iv) set environmental parameter standards and targets. The results of the study will be used by the sponsors of the Project to develop a comprehensive environmental and social mitigation plan specific to the Project. The results of the study could also be used by the government in their discussion of mitigating measures with the other developers of major hydropower, mining and industrial projects in the Nam Ngum River Basin. The TA will also design and assist the Government implement a monitoring program. Finally, the TA will conduct a needs assessment and then design a capacity building program for the government agencies at the national and provincial levels that would not duplicate but rather complement training programs already available to the Government.
