The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.

Project Rationale and Linkage to Country/Regional Strategy

The DPSP process is guiding ADB?s activities in the Philippines in 2006 and 2007 and may become the key pillar of the next country partnership strategy.

For effective development results, the DPSP cluster will focus on a broad policy agenda that addresses thematic and cross-cutting issues of fiscal sustainability, governance and anticorruption policy, the investment climate, and protecting spending on the social sectors, all of which were key outcomes and outputs of the ADB CSP. The DPSP emphasizes the achievement of measurable policy outcomes and results, while leaving detailed policy prescriptions to programs and projects in individual sectors. In this way, the DPSP both complements and reinforces the ADB?s sector loan programs and projects. For example, the DPSP sets out broad policy outcomes for improving the investment climate but leaves the detail of the policy reforms to programs such as the power sector development program and the financial market regulation and intermediation program.

The ADB?s DPSP and its support for coordinated sector-specific interventions are part of efforts to align and harmonize the strategies of development partners with those of the Government. The DPSP and the parallel policy dialogue on sector reforms has been greatly appreciated by the Government.
