Project Rationale and Linkage to Country/Regional Strategy Nepal's development challenges are immense. Expansion of electricity transmission and distribution services will play a vital role in achieving the ADB's goals to generate employment and support income growth, human resource deelopment, and capacity building. ADB Country Program 2009-2011 includes a power sector project as a standby project in 2009 and a firm project in 2010.
