Summary

The TA will prepare a project which will assist selected 25-35 municipalities or pourashavas to (i) enhance accountability in municipal services; and (ii) develop and expand physical infrastructure and urban services to increase economic opportunities and to reduce vulnerability to environmental degradation, poverty and natural hazards. The TA will also develop effective measures to improve women's participation in municipal management and services as well as upgrade the conditions of the poorest and most needy groups in slum areas.

Project Rationale and Linkage to Country/Regional Strategy The TA is linked to ADB's Country Strategy and Program (2006-2010) for Bangladesh with its focus on good governance. It includes support to improved local governance by strengthening local government, improving local resource mobilization, planning and management capacity, and supporting the involvement of communities in planning and delivering local services.

Consulting Services A firm or consulting firms will be engaged to implement the TA. International consultants with expertise in local government management, municipal finance, and economic and financial analysis will be required, while national consultants with experience in local government administration, institutional development, municipal finance, municipal engineering, environmental science, social and poverty analysis, participatory planning and gender issues will be recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants.
