Summary

The broad objective of the capacity development program for CAREC is to strengthen the effectiveness and momentum of regional cooperation and integration. Specific objectives of the program are (i) to train senior and middle-level government officials involved in regional cooperation initiatives in the skills needed to identify, plan, and implement such initiatives in a mutually beneficial and effective manner; and (ii) to create a greater understanding of the importance of regional cooperation and the costs of non-cooperation. In the short-term, the capacity development program aims to create a core group of government officials capable of advising their respective Cabinets on regional cooperation initiatives, and of executing effectively and efficiently agreements with neighboring countries.

Description The broad objective of the capacity development program for CAREC is to strengthen the effectiveness and momentum of regional cooperation and integration. In the short-term, the capacity development program aims to create a core group of government officials capable of advising their respective Cabinets on regional cooperation initiatives, and of executing effectively and efficiently agreements with neighboring countries. Training activities to be developed and implemented under the RETA are expected to include: (i) short and medium-duration courses in partnership with leading education and training institutions, to strengthen the policy analysis and management capabilities of CAREC officials; (ii) workshops on special topics of particular relevance (e.g. negotiation; public private partnership in regional infrastructure); (iii) study tours to learn from best practice experience related to regional cooperation, public policy and management. The RETA will also support efforts to define the structure, design, and work program of the CAREC Institute, with a focus on capacity building initiatives.

Business Opportunities

Consulting Services The RETA is expected to require consulting services, as follows: a program manager (international, capacity development specialist), a program officer (domestic), and an institutional development specialist (international). In addition, a number of short-term consultants will be required (both international and domestic) for course development and implementation as well as for short term research.
