Project Rationale and Linkage to Country/Regional Strategy The project is in line with the Government?s support for balanced regional development by focusing on the country?s western region, and reflects Government?s increased emphasis on environmental protection and urbanization. The project follows ADB?s country strategy for PRC that supports promoting equitable and inclusive growth and improving environment as two of the four pillars of ADB?s assistance and operations.

Business Opportunities
Consulting Services The TA will require 55 person-months of consulting services (20 international and 35 national), spread over 11 months. An international consulting firm in association with national consultants will be engaged by ADB using the simplified technical proposal procedures and quality- and cost-based selection method based on the quality-cost ratio of 80 to 20 in accordance with the Guidelines on the Use of Consultants by the Asian Development Bank and Its Borrowers.
