The TA will enable selected EAs in all DMCs to apply results focused approaches and tools in participatory program project design and management (outcome). The TA aims to contribute to more effective and efficient delivery of development programs and services by DMC government agencies (impact). Scope : Output 1. Familiarize EAs with RBM approaches and systems, and their application in project design and management. Output 2.Create a pool of local facilitators Individuals and staff of national institutions with a background in facilitation, project management, or related background will be considered for the train the trainer workshops. Approximately 15 facilitators will be trained in up to 10 DMCs. Output 3. E learning tools will be adapted developed for preparing the design and monitoring frameworks and project management. Output 4. EAs are support in the application of results focused design and management tools (on pilot basis).

Project Rationale and Linkage to Country/Regional Strategy The RETA is consistent with, and fully supports, the commitments of the International Round Table on Management for Development Results (MfDR) to (i) build the institutional capacity and demand for results through accountable leadership and participatory planning and performance based budgeting (ii) strengthen systems to supply relevant data and information through statistics and results monitoring and evaluation and (iii) develop processes for mutual accountability and feedback on development assistance.

Consulting Services An international individual consultant with expertise in participatory planning and management training (6 person months, intermittent). National consultants resource persons (10 person months) with TOF qualification obtained under output 2 of TA 6256 and output 2 of TA 6394 will be recruited to facilitate participatory project planning and management workshops in the context of ADB funded projects.
