Summary

The Project will review technical vocational education and training (TVET) in Shanxi province, and assess key sector issues pertinent to medium and long-term TVET development during the 11th Five-Year Program (FYP) and beyond. Sector issues which call for special attention include: (i) TVET infrastructure development, (ii) best models for public private partnership,including building and managing TVET, development of curricula relevant for the laobr market, regulation and policies to enhance access to TVET fof the poor, (iii) curriculum and materials development, (iv) capacity development for sector and school management, and teachers, (v) effective ways of transferring surplus labor from rural to urban areas, and (vi) labor market analysis. Introducing and incorporating international experience and best practice will be a key component.

Description

The Project will review technical vocational education and training (TVET) in Shanxi province, and assess key sector issues pertinent to medium and long-term TVET development during the 11th Five-Year Program (FYP) and beyond. The impact of the TA is the transformation of the TVET system in Shanxi into a demand and employment driven and competence-based system in support of Shanxi's medium and long-term social and economic development. The outcome of the TA is the consideration by higher authorities of the provincial and central governments of key TA policy recommendatios for improving TVET system in Shanxi. The output of the TA will be a main report, which will be supported by 5 sub-reports, including (i) sub-report 1 on TVET Development and Skills Needs of Shanxi Social and Economic Development, (ii) sub-report 2 on Need of TVET to Strengthen Labor Market Linkages, (iii) sub-report 3 on Strengthening TVET Capacity and Conditions, (iv) sub-report 4 on Need for Deepening TVET Sector Reform, and (v) sub-report 5 on Need for Strengthening Policy Support for TVET Financing.

Project Rationale and Linkage to Country/Regional Strategy Technical and vocational education and training (TVET) development is a priority of the Government during the 11th Five-Year Program (FYP) and beyond. An effective TVET system can bring significant economic and social outcomes to meet the country?s medium and long-term development needs, including: (i) mitigating the severe skills shortage faced by many firms and industries; (ii) correcting skills mismatch especially for over 10 million graduates who can not find jobs upon graduation each year, and those switching or in between jobs; and (iii) better job and income opportunities for over 200 million migrant workers, whose rank will continue to grow by about 10 million each year in the next ten years.

Description of Outcome Consideration by higher authorities of the provincial and central governments of key TA policy recommendations for improving TVET system in Shanxi
Progress Toward Outcome TA is completed and TCR circulated. The policy recommendations were accepted by the Shanxi local government and TVET school managers which include (i)strengthening government's role for TVET development through more effective institutional arrangement and coordination for better policy making and implementation; (ii) increasing the government funding, and seeking funds from multiple sources including private sector; (iii) enhancing school-enterprise and public-private partnership for demand based TVET development; and (iv) improving quality of education including improvement of qualityenvironment and teacher training (at work place), satisfaction of employers and graduate.

During Project Design The Shanxi Provincial Education Bureau proposed this project. Consultation with ADB was held during the latter part of 2006 and agreement was reached after further consultation between ADB and the Government during the annual country programming mission in November-December 2006.

Consulting Services

A total of 58 person-months (2 international for 8 person-months and 6 national for 50 person-months) of consulting services will be required in the fields of sector planning and strategy, economic analysis, labor market forecasting, labor market linkages and mechanisms, TVET sector reform and development, private sector participation, TVET financing and resource mobilization, and rural urban migration and TVET.

A firm will be selected by ADB based on the quality cost-based selection method, using simplified technical proposal in accordance with ADB' Guidelines on the Use of Consultants.
