Summary

The proposed IIPFF will assist the GoI's effort to accelerate the development of infrastructure, thereby promoting sustainable economic growth and poverty reduction in India.

In accordance with the Scheme, investment component will be made available for implementing economically and financially viable infrastructure projects in transport, power, urban infrastructure, gas pipelines, infrastructure projects in specialized economic zones, and international convention centers and other tourism related infrastructure. To be eligible for funding, a project shall be implemented (i.e. developed, financed and operated for the Project Term) by (i) a public sector company and (ii) a private sector company selected under a public-private partnership (PPP) initiative provided. Preference will be given to PPP projects that are awarded to private sector companies selected through a competitive bidding process.

Project Rationale and Linkage to Country/Regional Strategy

The project was included on the request of the GoI during the India Programming Mission (4-8 September 2006). As per the India Country Operations Business Plan 2007-09, the government re-affirmed its need to seek ADB assistance to core infrastructure areas such as transport, energy, and urban sectors in addition to agribusiness, infrastructure, and irrigation and water management systems. The proposed IIPFF fits well with the country strategy and the priority of the GoI.

Procurement In accordance with ADB's Procurement Guidelines (para. 3.12), ADB will encourage the borrower to require its sub-borrowers to adopt internationally competitive bidding procedures when the amount of the investment is unusually large and economy and efficiency can be gained by following such procedures. For procurement of goods and services to be financed by sub-loans out of the loan proceeds, the borrower will ensure and certify to ADB, if requested, that goods and services obtained are suitable for the sub-loans, that the price paid is reasonable and that the account being taken off relevant factors such as time of delivery, efficiency, and reliability of goods. For BOT project and variants, if the project sponsor or engineering, procurement, and construction contractor is selected through competitive bidding among international entities in accordance with procedures acceptable to ADB, such project sponsor or contractor may apply its own procedures for procurement provided that such procurement is for goods, services, and works supplied from, or produced in, ADB member countries. Moreover, such project sponsors or contractors must only be nationals of ADB member countries
