Summary

The purpose of the proposed TA will be results-based and harmonized investment planning under the National Development Strategy (NDS), and sound public/social funds management and capital market development in Mongolia. This will be achieved by strengthened institutional and enhanced human capacity of the Ministry of Finance (MOF) and concerned line ministries for application of Managing for Development Results (MfDR), mainstreamed result-based processes and approaches in the preparation and management of investment projects, alignment of public/social funds management with best international practice on assets and liabilities management, and their enhanced role in development of capital markets.

Description

The purpose of the proposed TA will be results-based and harmonized investment planning under the National Development Strategy (NDS), and sound public/social funds management and capital market development in Mongolia. This will be achieved by strengthened institutional and enhanced human capacity of the Ministry of Finance (MOF) and concerned line ministries for application of Managing for Development Results (MfDR), mainstreamed result-based processes and approaches in the preparation and management of investment projects, alignment of public/social funds management with best international practice on assets and liabilities management, and their enhanced role in development of capital markets.

The TA will have the following five interrelated components: (i) Development of an MfDR-based public investment planning and monitoring system for MOF; (ii) Assistance to selected line ministries with the use of MfDR approaches; (iii) Provision of related services and analytical support; (iv) Enhancement of institutional and human capacity of MOF and selected line ministries to use MfDR approaches in investment planning and monitoring; and (v) Use of MfDR approaches in managing social security funds and other public funds.

Project Rationale and Linkage to Country/Regional Strategy The proposed project was initially included in MON: Country Strategy and Program Update (2007-2009). The scope and amount of the TA was subsequently increased as a result of the Country Program Confirmation discussions between ADB and Mongolia in November - December 2007. The title of the proposed TA is also changed to reflect the deepening and broadening of the scope.

Consulting Services A total of 36 person-months of international and 87 person-months of national consulting services will be required. These services will cover advisory, analytical, and training support for mainstreaming the MfDR approach in investment planning and public funds management by MOF and concerned line ministries/agencies.
