The project will help transform Thanh Hoa into a competitive and livable city through an integrated investment program to upgrade infrastructure, boost skills and human resources, build up the capacity of key service agencies, and enhance its tourism potential.

Description The Project seeks to enable an intermediary state of development for Thanh Hoa and support its socioeconomic enhancement. It is a comprehensive and multisectoral project that will target priority investments and create a suitable and sustainable urban environment for Thanh Hoa and strengthen its role as provincial capital. The Project will upgrade Thanh Hoa's urban core, integrate its peri-urban areas and further develop its urban infrastructure and key economic sectors. The expected outputs will be: (i) an improved urban road network (22 km) to link peri-urban urban villages with the city center along with complementary basic urban services; (ii) an expanded and upgraded water supply distribution network, including about 19 km of primary and secondary water supply pipes and connections to expand the service to peri-urban areas and replacement of 19 km of damaged pipes in the city; (iii) improved drainage and wastewater treatment in Thanh Hoa through the construction of 47 km of interceptors for sewerage and drainage, 13 pumping stations, a central wastewater treatment pond, and three delocalized wastewater treatment facilities for the city general hospital; (iv) improved tourism infrastructure through the construction of tourism facilities at tourist sites in Ham Rong and Mat Son; and (v) improved human capacity within local utilities and line departments of Thanh Hoa and THP and improved labor skills, achieved through the upgrading of vocational training centers and other capacity building initiatives .
Project Rationale and Linkage to Country/Regional Strategy

The proposed Project will support the Government's Socio- Economic Development Plan (SEDP) 2006 2010. One of the key SEDP objectives is to support sustained urban development, in line with the Orientation Master Plan for Urban Development to 2020, which outlines the official national urban policy. This plan aims to establish population targets for cities and limit migration to Ha Noi and Ho Chi Minh City through the promotion of sustainable development of secondary cities.

The country strategy of the Asian Development Bank (ADB) for Viet Nam's urban sector emphasizes targeted infrastructure investments in small- and medium-sized towns in the central region and along economic corridors, thereby reducing migration to the large metropolises.

Thanh Hoa was selected for this comprehensive socioeconomic development initiative based on social and economic criteria such as urban population growth, urban and rural poverty levels, economic development potential, and infrastructure needs. Thanh Hoa is the capital and the only major urban center of Viet Nam's third largest, second poorest, and second most populous province. Thanh Hoa, with a population of 200,000, represents only about 5% of THP's 3.7 million people. Currently the province's gross domestic product (GDP) is half the national average. The economy is weak in all sectors, especially the industrial and social sectors, which rank well below the national average according to various indexes. Thanh Hoa is challenged to meet the ever-growing demand for basic urban services and reverse the large outflow of migration from both Thanh Hoa city and province. Thanh Hoa is thus a prime candidate for ADB assistance.

Impact The project's impact will be the establishment of Thanh Hoa City as a competitive, livable, and sustainable city, leading to socioeconomic development of Thanh Hoa Province to the benefit of about 73,000 direct beneficiaries and surrounding population of about 270,000 as indirect beneficiaries.
