Project Data Sheet (PDS): Details
Description
The PPTA will prepare a loan project suitable for ADB to consider financing. The ensuing loan will help improving living conditions of the urban population, enhancing competitiveness by developing water supply infrastructure, and institutional development and capacity building. This will be achieved through: (i) sustainable provision of safe water in the Greater Hanoi area by developing alternative water resources (e.g. Red River) to meet future water demand and improve service quality; (ii) reducing NRW (in collaboration with World Bank), and (iii) promoting public private partnership through corporatization and management and performance contracts for project financing and operation and maintenance.
Project Rationale and Linkage to Country/Regional Strategy
Industrial wastewater management was raised as a key issue from ADB-Developing Member Countries Sanitation Dialogue Conference held in Manila in March 2009 and the In-Country Sanitation Dialogue, held in Viet Nam in April 2009. The recently completed water sector review (TA4903-VIE) highlights industrial wastewater pollution as a cause for concern with 111 out 154 industrial parks without centralized wastewater treatment plants. The assessment of the Socioeconomic Development Plan 2006 -2010 shows Viet Nam missing its targets of universal coverage in industrial wastewater pollution control. New targets expect a 80% coverage by 2015 from the current 40%.

Safeguards Framework for Sector Loan will be developed during the course of the project preparation.
