Summary

The TA will support the Government by (i) providing timely policy analysis and advice on a broad range of tax policies, (ii) strengthening MOF's capacity to assess and evaluate the impact of WTO commitments, other PTA commitments, and various economic policies on state budget revenues, industries, and the economy; and (iii) support MOF to build a mechanism for trade policy consultation to inform PTA and other trade negotiations in the short term, and tariff policy formulation in the longer term; and (iv) assess the impact of phasing out subsidies.

International and national consultants will be recruited by ADB on an individual basis. A total of 20 (7 international and 13 national) will be required. Five international consultants and five national consultants will be engaged to carry out the activities.

COMPONENT 1: Tax Revenue Enhancement. Tax Policy Specialist (International, 2 person-months); Tax Policy Analysts (2 national, 4 person-months).

COMPONENT 2: Modeling Specialist (International, 1 person-month); Macroeconomist (International, 2 person-months); Economic Modeling Specialist (National, 5 person-months).

COMPONENT 3: Improved Mechanism for Trade Policy Formulation. Trade and Institution Specialist (International, 1 person-month); Trade Policy Specialist (National, 3 person-months).

COMPONENT 4: Fiscal Policy Specialist (International, 1 person-month); Fiscpal Policy Analyst (National, 1 person-month).

Procurement Procurement of equipment will be in accordance with ADB's Procurement Guidelines (2007, as amended from time to time).
