Summary

The components proposed for financing under the requested PFR for Tranche 2 of Jammu and Kashmir Urban Sector Development Investment Program (the Project) are as follows:

Component A: Urban Infrastructure and Services

(i) Water supply: rehabilitation and strengthening of water supply system in Jammu and procurement of mobile water tankers and maintenance equipment for Srinagar;

(ii) Drainage: rehabilitation of existing and construction of new storm water drains in Jammu, and construction of new storm water drains in Srinagar;

(iii) Solid waste management: procurement of solid waste handling and transportation equipment for Srinagar; and

(iv) Urban transport: construction of flyover in both Jammu and Srinagar and, construction of an off-street car parking facility in Srinagar.

Description

The components proposed for financing under the requested PFR for Tranche 2 of Jammu and Kashmir Urban Sector Development Investment Program (the Project) are as follows:

Component A: Urban Infrastructure and Services

(i) Water supply: rehabilitation and strengthening of water supply system in Jammu and procurement of mobile water tankers and maintenance equipment for Srinagar;

(ii) Drainage: rehabilitation of existing and construction of new storm water drains in Jammu, and construction of new storm water drains in Srinagar;

(iii) Solid waste management: procurement of solid waste handling and transportation equipment for Srinagar; and

(iv) Urban transport: construction of flyover in both Jammu and Srinagar and, construction of an off-street car parking facility in Srinagar.

Part B: Capacity Building, Institutional Development, Governance and Project Management

(i) Support in implementing institutional and financial reforms agreed under the Investment Program, through consulting services, training and procurement of equipment, including:

- Detailed assessment of institutional strengthening needs and mechanism for cost recovery for PHED, Jammu municipal corporation, Srinagar municipal corporation, and

preparation of organizational development plan for PHED;

- Capacity building and training based on the development plan; and

- Preparation of a business plan of SPCB and strengthening of its environmental monitoring capacity.

(ii) Project Management.and implementation support through continuation of the DSCs and PMCs.

Project Rationale and Linkage to Country/Regional Strategy The proposed investment program will foster economic revival in J&K, where trade, services, and tourism are the principal drivers of the economy. Low investment in asset creation and in operation and maintenance (O&M) and lack of structured institutional systems constrain growth in J&K. The state government intends to promote economic growth through better service, public health, and environmental conditions by investing in urban infrastructure and improving the management capabilities of its line agencies and the participating cities and towns. The core strategy is to provide investment funds in a prioritized manner, building on the infrastructure rehabilitation being carried out under the ongoing loan (2151-IND: Multisector Project for Infrastructure Rehabilitation in J&K), with planned expansion in tandem with urban governance improvements and reforms. The state needs to balance progress on reforms, priority infrastructure investments, and private sector investment particularly in trade and tourism. A sector loan with an MFF offers the borrower the flexibility of basing investment decisions on priorities and constraints defined in the sector policy and master plans. The subsector master plans being developed as part of the ongoing loan will form the basis for investments made under the Facility.

Summary of Environmental and Social Aspects
Environmental Aspects Most adverse environmental impacts are associated with construction and can be mitigated. IEEs include environmental management plans, which identify adequate mitigation measures.
Involuntary Resettlement Significant resettlement impacts are envisioned as part of one subproject (Elevated Expressway Corridor Flyover from Jehangir to Rambagh-Natipora in Srinagar), for which a resettlement plan (RP) was reviewed, cleared, and disclosed by ADB. Other subprojects in Tranche 2 will not have significant resettlement impacts and are designed to minimize land acquisition and resettlement impacts.
Indigenous Peoples No indigenous peoples were identified in project 2 sites and these are supported by census data and confirmed through focus group discussions and census surveys subproject preparation.
Stakeholder Communication, Participation, and Consultation
During Project Design Public consultation has been conducted to understand the local issues and public views regarding the overall project and possible impacts, which had made inputs to develop (i) consultation and participation plan (CPP), (ii) stakeholder communications strategy (SCS), (iii) gender action plan (GAP), and (iv) resettlement plan (RP). As for a specific subproject, Srinagar flyover construction, comprehensive and a series of public consultation and dissemination efforts have been carried out and the outputs have been incorporated into the resettlement plan.
During Project Implementation The consultation and participation plan (CPP) for the duration of the project is prepared. Information flows will focus on (i) sharing project information (scope and progress) with decision makers, responsible agencies, consultants and contractors; (ii) explain the project and resolve concerns raised by affected persons and (iii) involve beneficiaries in field-level monitoring activities. They provide information on (i) who is responsible to ensure the actions and strategy are implemented, and (ii) what resources are required to implement the plan and strategy.
Business Opportunities
Consulting Services A new consultant team for project management in accordance with the ADB s Guidelines on the Use of Consultants (as amended from time to time) has been recruited under Project 2, while the existing consultant contracts of design and supervision under Project 1 will cover Project 2 until Project 1 is closed. After the closing of Project 1, the existing contract of design and supervision will be financed under Project 2, subject to ADB s approval of contract extension. These consultants were engaged in 2008 in accordance with the ADB s Guidelines on the Use of Consultants.
Procurement All procurement of goods and works are being undertaken in accordance with ADB's Procurement Guidelines (as amended from time to time).
