Two national consultants (Project Coordinator and Business Development Specialist) were fielded for the TA from December 2007. A PSD Specialist/team leader (international consultant) was engaged for 6 months starting from 18 August 2008. During the TA implementation, the Government did not adopt the PSDS, a document that the TA intended to implement, there was a need to reformulate the TA content and expected outputs with the Government and DFID. However, the proposed activities prepared by PSD Specialist/team leader at the end of his term were not supported by ADB and DFID. This led to further discussions with the Government and DFID on the TA activities. In the meantime, the TA provided support for policy formulation, coordination and capacity building activities at the SCISPM. Furthermore, analysis of the SCISPM structure, personnel and activities as well as discussions and brainstorming sessions to determine policy and capacity building needs were conducted.

In June 2010, ADB approved minor change in TA Scope and Implementation Arrangements for the TA to focus on (i) creating business opportunities; (ii) promoting domestic firms; and (iii) marketing favorable regulatory environment, resource and location advantages of Tajikistan to potential investors. The revised TA comprised a range of activities that fall into the scope of two related areas (i) investment promotion and facilitation, and (ii) institutional and staff development capacity building of the SCISPM. The TA's changes targeted specific development needs of the Government which are in line with the initial TA outcomes. The expected outputs from the TA included (i) supporting the SCISPM to develop supportive regulatory framework, effective promotional tools/products, improved organizational structure, institutional capacity and monitoring mechanisms for investment promotion and facilitation; (ii) organization of thematic investment promotion forum with the goal of bringing together potential partners and provide support services to local enterprises; (iii) creation of region and sector-specific booklets and promotional materials; (iv) providing support services to selected companies from different industries to prepare their materials (business plans, investment proposals) for investments forum; and (v) developing the capacity of the SCISPM staff to conduct investment forums and facilitate investment promotion and FDI inflows through study tours, overseas trainings and seminars.

The TA implementation in July-October 2010 was supported by the International Business Development Specialist / Team Leader and local Project Coordinator.

The TA helped SCISPM to prepare to the April's industry-specific investment forum by developing and printing quality marketing and promotional material (the investors' information package), such as regional investment maps, promotional material for several industries with significant investment potential, a guide for entrepreneurs and investors on business environment and investment opportunities in Tajikistan.

The TA also supported the SCISPM with acquiring and renewing new equipment and facilities crucial for effective investment promotion, facilitation and support. Thus, in August - September 2010, TJRM and SCISPM procured (i) Computer & Office Equipment and Software, (ii) Printshop, Photo & Audio Equipment, and (iii) Office Furniture for SCISPM central body, Entrepreneurship Support Department, Investment Department, State Property Management Department, and SUE Tajinvest.

The TA activity was completed in October 2010. The final Consultant's report is awaited.

The TA will be implemented by a team of individual local and international consultants. The consulting input will comprise 54 person-months of international and 72 person-months of national consultants, as following:
