Summary

The proposed TA will assist the EA in the main bidding process through (i) finalizing the request for proposals (RFP) to invite technical and price proposals for implementing the two power plants on a BOO basis; (ii) issuing RFP documents and publication of RFP notice; (iii) conducting pre-bid meetings and responding to bidders' queries on the RFP; (iv) technical and price proposal evaluations; (v) finalizng the format of the Project Agreements; and (vi) contract negotiations with the selected bidders.

Consulting Services The TA will require about 9 person-months international and 10 person-months of national consultancy services. ADB will engage a consulting firm or consortium of firms in accordance with its Guidelines on the Use of Consultants. Recruitment of consultants will be under the quality-based selection procedures, and simplified technical proposals will be requested.
