Description The proposed investment program will improve transport efficiency of the state road network, which will contribute to expansion of economic opportunities and poverty reduction. This will be realized by improving the state road network and enhancing State Government of Bihar's (GOB) capacity for road asset development and management.
Project Rationale and Linkage to Country/Regional Strategy ADB provides support to India in road sector development as a core infrastructure operation for inclusive economic growth, and has increasingly focused on the relatively poorer and weak capacity states since 2003 to support the Government's efforts to reduce interstate disparities. The state of Bihar is one of the poorest states in India in terms of the gross state domestic product per capita and the poverty incidence. The current state government has initiated a broad range reforms since it came to power in November 2005, which is improving the overall socio-economic environment in the state. A lot, however, remains to be done to improve the poor road infrastructure of the state as the immense potential of agriculture remains untapped because of the absence of supporting infrastructure. The investment required to plug the huge development gap is well beyond the capacity of the Government of Bihar (GOB) and, therefore, provision of funds through external aid agencies such as ADB is critical for road infrastructure development. The presence of external aid agencies would also provide much needed assurance to the private sector. The proposed state roads investment program in Bihar will support an inclusive economic growth through provision of physical infrastructure in the poorest state of India.

Overall physical progress is 59.5% based on the May 2011 monthly progress reports.

Packages 4, 5, 6, 8, and 9 are performing well and are expected to be completed as scheduled. Packages 1, 2, 3 and 7 are experiencing some delays and packages 1 and 2 may require extension beyond the loan closing date.

Business Opportunities
Consulting Services Two international consulting firms will be recruited for construction supervision of civil works under the Project. RCD will select and engage the consultants in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). About 68 person-months of international consultants and 3,020 person-months of national consultants will be required.
Procurement Procurement under the Project will be carried out in accordance with ADB's Procurement Guidelines (2007, as amended from time to time) and the Government's tender procedures acceptable to ADB. The civil works contracts will be procured under international competitive bidding. The Project will provide $4 million for equipment to be procured using national competitive biding procedures if the estimated contract is valued from $0.1 million to $1 million, and shopping if the estimated contract amount is less than $0.1 million.
