Summary

The TA will (i) analyze the transport sector in Mongolia, (ii) assess the adequacy of multimodal transport infrastructure in Mongolia, (iii) finalize the technical design, financing, and institutional arrangements related to the multimodal transport facility at Zamyn-Uud, (iv) carry out an assessment of the regional benefits and examine the key trade and facilitation measurse to enhance competitiveness of external and internal trade, (v) carry out environmental, social and poverty assessment, (vi) prepaare resettlement and social development plans, if required, and (vii) finalize the project design and monitoring framework.

A strategy for developing multimodal transport and a project design for developing a multimodal

transport facility at Zamyn Uud suitable for ADB financing are agreed to by the Government and ADB

During Project Design Initial consultation with the stakeholders was carried out during PPTA fact-finding, and more consultation will be held during the PPTA implementation to identify major issues or concerns and to determine how these will be addressed.
During Project Implementation Stakeholders participation were carried out during the TA implementation.
Business Opportunities
Consulting Services The TA will require about 22 person-months of consulting services (11 international and about 11 national). The consultants will be engaged by ADB in accordance with its Guidelines on the Use of Consultants (2007, as amended from time to time). A consulting firm will be selected and engaged following the quality and cost-based selection method, and biodata technical proposals will be required. The international and national consultants will have expertise in (i) multimodal transport planning (economic analysis, financial analysis and institutional development), (ii) civil engineering as applied to development of multimodal facilities, (iii) handling equipment for multimodal facilities, (iv) poverty, social analysis and resettlement, and (v) environmental issues.
