Consulting Services
All consultants will be recruited according to ADB s Guidelines on the Use of Consultants. The project will finance 87 PM of international and 342 PM of national consulting services to provide for the construction supervision services. This is required to extend the current services beyond the end of ongoing contract, which ends on 31 December 2013, for the same section of road which is made necessary due to substantial delays incurred in implementation under the Phase 1 project. Since this is an extension of the current contract as part of Phase 1, the services will be single sourced to Korea Consultants International which has performed satisfactorily. An additional 62 PM of international and 294 PM of national consulting services will be required to (i) facilitate project management and implementation, and (ii) strengthen the institutional and operational capacity of the executing agency. The following expertise will be required: (i) an international project management specialist to provide project and contract management support to EA/IA; and (ii) safeguards specialists to provide for monitoring services (national individual consultants) and safeguard related studies to be sourced through individual (international) and local institutes. Due to the specialized nature of the services and small amount of the contracts assigned to the local institutes, services will be contracted through the single source selection (SSS) method. In addition to the services above, 5 PM of international and 12 PM of national will be financed through Phase 1 project to provide services in the areas of (i) value engineering, and (ii) procurement support.

Procurement
All procurement of goods and works will be undertaken in accordance with ADB s Procurement Guidelines (2010, as amended from time to time). For the procurement of works, the road will be divided into three (3) lots. Procurement will be through international competitive bidding (ICB) procedures using the single stage two envelope (SSTE) modality. Procurement shall use the latest ADB standard bidding documents which can be downloaded from ADB's website. Documents for all procurement under ICB will be subject to the prior review of ADB. The procurement of equipment for maintenance will be through National Competitive Bidding (NCB) whereby (i) the advertisement may be limited to the national press, an official gazette or an open access website; (ii) bidding documents may be only in the Mongolian language, and Mongolian currency may be used for the purpose of bidding and payment. Procurement under NCB will be subject to the provisions of the NCB annex (see procurement plan in Appendix 1). Additionally, before the start of any procurement ADB and the Government will review the public procurement laws of the central and state governments to ensure consistency with ADB's Procurement Guidelines.
