Regional: Governance and Capacity Development Initiative (Phase 2)

Summary

The TA constitutes a second phase of RETA 6385 and will continue to support the regional departments in the implementation of GACAP II and the Capacity Development Framework and Action Plan. It is anticipated that up to 10 countries will be provided support to prepare country and sector level governance risk assessments to inform the formulation of their respective CPSs for 2009-2010. Under Phase 1 of the implementation of GACAP, a learning by doing approach with a range of analytical frameworks was adopted to country and sector contexts. Phase 2 will consolidate the analytical approaches developed under Phase 1 and will entrench the risk-based approach to governance assessment in ADB operations.

The TA will also support the preparation of capacity development assessments and action plans to inform selected CPSs and will consolidate mainstreaming of capacity development in ADB operations initiated during Phase 1.
