Project Rationale and Linkage to Country/Regional Strategy PPIAF's mission statement is to help eliminate poverty and achieve sustainable development through PPPs in infrastructure. This is aligned with ADB's Long Term Strategic Framework and the emphasis this gives to promoting private sector development and operations as a key driver for change in the Asia and Pacific Region. Specifically, Strategy 2020 sets a goal of scaled up private sector development and operations in all operational areas, reaching 50% of annual operations by 2020. The PPIAF mission statement is also in line with ADB's Private Sector Development Strategy 2005 which aims to: (i) promote private sector led growth in the DMCs, (ii) help solve problems that impede private sector growth, and (iii) increase the contribution of the private sector to poverty reduction.
Impact

The main impact of this TA will be improved quality and quantity of infrastructure in DMCs through private sector involvement. This will be achieved through (i) improved capacity of DMC governments to design and execute private infrastructure projects (ii) an increased number of pioneering transactions involving the private sector (iii) improved consensus on policy, regulatory, and institutional reforms within DMCs to improve the enabling environment for private sector participation and (iv) an increase in infrastructure development strategies in DMCs. The expected outcome will be enhanced assistance for DMC governments to mobilize additional resources to initiate studies on PPI and provide ADB access to PPI studies conducted under PPIAF.
