Summary

The PPTA will carry out diagnostic analysis to identify the binding constraints to the growth of the private sector. The PPTS consultant team is envisaged to udnertake a decision tree analysis as a way to identify the key obstacles to private sector development, in full consultation with the Government, private sector entities, and concerned development partners. The proposed PPTA is also envisaged to undertake:(i) review of development impacts of reforms undertaken through the first cluster phase of SDPL to date; and (ii) examination of Government's five-year SME Development Plan 2006-2010 and other related policy documents.

Project Rationale and Linkage to Country/Regional Strategy In response to Government?s development agenda, a series of country strategy and programs (CSPs) since 2002 envisaged operations aimed at creating a business enabling environment conducive to growth of private enterprises, particularly those small and medium-sized under one of its strategic priorities ? business-led, pro-poor economic growth.
Impact The ensuing second SDPL will establish a more enabling business environment in Viet Nam to enhance economic welfare in a manner conducive to private sector development.

During Project Design
During Project Implementation The plan of activies for 2011 include: a) the organization of a series of workshops and training on SME new regulations; b) support to the preparation of the SME White Paper 2010; c) software and hardware upgrade for the Business Portal (www.business.gov.vn); d) possible support to build up website for The South SME Support Center.
Business Opportunities
Consulting Services Over the course of its implementaiton, 10 person-months of international consultants and 12 person-months of national consultants will be required. Whil the international private sector development specialist will coordinate field work by other consultants, ADB's project team leader will directly lead policy dialogues with the Government based on the consultants' outputs.
