Project Rationale and Linkage to Country/Regional Strategy

Consistent with the overarching goal of reducing poverty in the region, ADB supported phase I (TA 3839-TIM) and phase II (TA 4272-TIM) to develop civil servant public sector management and governance skill capacities for improved delivery of services in Timor-Leste. During these two TA phases (2002-2008), ADB worked closely with the Ministry of State Administration (MSA) and the National Institute of Public Administration (INAP) of the Government of Timor-Leste to develop essential skills and competencies of public officials at district/sub-district levels, as well as community leaders and a pool of local trainers. ADB-MSA-INAP developed and implemented a needs-and-research-based training curriculum for local authorities, community leaders, and trainers. They conducted 222 training programs across six competency areas for 91 district officials, 195 sub-district officers, and 442 traditional village leaders: (1) problem-solving, (2) leadership and management, (3) practical math, (4) project development and management, (5) co-operating with others, and (6) local development administration. MSA-INAP trainers were likewise trained in the aforementioned subject areas. Training modules and sourcebooks in English and Bahasa Indonesia languages were published and disseminated. Mobile training teams were set-up to provide on-site, on-the-job, and district-based training programs to local officials and community leaders.

Capacity building remains a key development challenge and top priority of the Timor-Leste Government. Many government executives still lack the necessary academic training. Public offices are under-resourced, with few technically competent staff. INAP has been recently given the mandate to autonomously function as the key government agency responsible for civil service education and training, including diploma programs in public administration. It now needs to meet the demand of developing not only capacities of local authorities/community leaders, but the entire civil service - which in the process will require strengthening INAP's own internal capacities.

Within this context and in view of the effectiveness of ADB's past support to MSA-INAP, the Government has requested ADB provide further assistance to develop civil servant public sector management and governance skill capacities. This TA, Phase III, will build upon the gains of the first two phases, consolidating training to sub-district civil servants and community leaders, including providing effective training programs and instructional materials. In addition, capacity development of INAP to provide high quality education and training programs will be pursued. The TA is included in the Timor-Leste Country Operational Business Plan (COBP) 2008-2010.

Status of Implementation Progress (Outputs, Activities, and Issues)

TA consultants commenced in Dili on 25 January 2010. TA implementation has suffered from a number of setbacks. These include: (i) UNMIT Malaysia police forces are billeted at INAP, resulting in serious disruptions to INAP operations and harm to INAP facilities; (ii) significant staff changes (including the Director and other senior staff); and (iii) INAP's internet connection has been inoperable.

Corrective actions were adopted in December 2010, to help meet the priority need of INAP to provide intensive mentoring support for the Director and senior managers so that they may provide strategic direction to the Institute. Additional short-term consultants, namely Advisor on IT Systems Management and a National IT Consultant , were approved in January 2011 to help Senior INAP management to formulate and implement the IT component of the INAP Development Plan.

Over the next 12 months, the Australian Agency for International Development (AusAID) will develop plans to help INAP with: (i) refurbishment and possible expansion of existing training facilities; (ii) engaging six additional trainers; and (iii) technical assistance to implement any organizational changes. AusAID is keen to ensure that any support in these areas complements and builds on the work of TA 7120.
