Project Rationale and Linkage to Country/Regional Strategy Promoting environmental improvement and energy conservation is one of the strategic areas in the 2007-2008 country strategy and program update for ADB's operations in PRC. This TA will aim at assisting the development of PRC's Macro Environmental Strategy and BRE's development program in PRC. The TA will analyze the international experiences on balancing the economic growth and environment protection, environmental management on air, water, and ecosystem, and energy conservation particularly biofuel derived from energy crops development, as well as make recommendations to the preparation of national strategy on environmental management and sustainable energy crops development.
Impact The TA aims to contribute to PRC's quest for sustainable development with balanced economic growth, environmental protection, and energy conservation. Specifically, the TA will support PRC's development of the macro environmental strategy and the national strategy or sustainable energy crops developemnt. The TA will supoprt strategy development through surveys, analysis, assessments, and recommendations covering institutional, financial, and technical aspects.

Consulting Services

Component A - A team of international consultants with expertise in environmental economic analysis, environmental policy, and environmental management will be recruited as individuals for an estimated input of 9 person-months. A team of domestic consultants with expertise in water and air pollution prevention, ecosystem management and environmental institutional arrangement will be recruited for an estimated 24 person-months.

Component B will be carried out by a team of individual consultants. The TA will require 7 person-months of international and 24 person-months of national consulting services.
