Summary

Description

The TA will target specific capacity development needs of the executing agency of the loan, Bihar State Electricity Board (BSEB), particularly the most urgent capacity development needs associated with project implementation. This includes assistance and training related to procurement and contracts management, environment and social safeguards, training and human resource management, and finance and accounts management and reporting.

Project Rationale and Linkage to Country/Regional Strategy The TA supports implementation for the Bihar Power System Improvement Project. Transmission and distribution (T&D) system upgrades are one of four power sector priorities in the Government of India's 11th Five Year Plan. This Project is thus consistent with the government's strategy, as well as the Asian Development Bank's (ADB's) country partnership and strategy, which complements the government's strategy, and specifies ADB support of energy initiatives in India including, among others, expanding and optimizing T&D systems, providing institutional strengthening, and encouraging energy efficiency and conservation.

Project Outcome
Description of Outcome Improved and expanded transmission and distribution (T&D) capacity, increased T&D system efficiency, and enhanced quality and reliability of service in Bihar.
Progress Toward Outcome Consultants have been hired and have mobilized in sequence as their services were needed. The Procurement Specialist consultant mobilized in February 2011 and advised the EA on finalization of bidding documents and other procurement related matters. Others have mobilized and are working with the EA as needed. Additiional procurement support commenced Q4 2014 to assist on procurement matters related to some additional works under the project.
Implementation Progress
Description of Project Outputs The outputs will include training of the Project Management Unit (PMU) as well as transmission and distrubiton engineers conducting construction supervision. Outputs will include knowlege transfer on project reporting activities, safeguards monitoring and reporting, proejct fincial accounts management, and other project implementation-related training activities.
Status of Implementation Progress (Outputs, Activities, and Issues) Consultants have been hired and have mobilized as required based on the project implementation stage. Currently, extensive procurement related work has taken place, and general project implementation activities and training has taking place.

During Project Design Consultations have been carried out during all stages of the project. At the project preparation stage, the BSEB with TA consultants have carried out consultations with the key stakeholders at the three Grid substations sites and nearby villages which falls in the corridor of transmission lines. Consultations were carried out with affected households, vulnerable displaced persons and panchayat members of the village.
During Project Implementation These consultations and disclosure activities have also been carried out during project implementation.
