Lao People's Democratic Republic : Lao People's Democratic Republic: Northern Greater Mekong Subregion Transport Network Improvement Project
The project will facilitate regional cooperation and increased economic growth in the GMS by improving the national highway linking the Louangphrabang area with the Lao PDR-Thailand border. Description | The project will facilitate regional cooperation and increased economic growth in the GMS by improving the national highway linking the Louangphrabang area with the Lao PDR-Thailand border. Improvement of this road, much of which is currently gravel and earth, will facilitate increased exports to Thailand of agricultural goods produced in the project area and increased tourism from Thailand to Louangphrabang. The Project comprises (i) improvement of 367 km of the project road from Ziang Ngeun (the junction with National Route 13 near Louangphrabang) to Nakha, construction of a bridge over the Mekong River on the project (if financing is available), and improvement of approximately 100 km of rural access roads in the project area; (ii) procurement of equipment for use in operating the border post at Kenthao, now under construction, and for enforcement of axle-load controls on the project road; (iii) consulting services for construction supervision and monitoring and evaluation as well as detailed design for the rural access roads; (iv) maintenance of the national road network by financing consulting services to continue the ongoing road safety assistance program; and (vi) a program to reduce the risks of HIV and sexually transmitted infections and human trafficking that may develop during the rehabilitation and operation of the project road. | ||||||||||||||

Consulting Services | For the ADB-financed or administered components of the Project, the Government will engage an international consulting firm supported by national consultants for construction supervision; quality assurance; environmental supervision and management; updating, implementation and monitoring of the resettlement plan; socio-economic impact assessment; and project performance monitoring. It is envisaged that 85 person-months of international consultants and 1,548 person-months of national consultants will be required. Expertise will be required in the areas of project management, highway engineering, hydrology and drainage engineering, procurement, quantity surveying, transport planning and economics, environmental management, resettlement planning, gender, social development and HIV/AIDS and trafficking awareness. Under the EDCF-funded components, a single package of consulting services will be engaged for the detailed design and construction supervision. An international consulting firm will be engaged through a separate contract for consulting services for the Road Safety Component. It is envisaged that about 12 person-months of internatinal consultants and 12 person-months of national consultants will be required. For the HIV/AIDS Awareness and Prevention of Human Trafficking Program, a national NGO will be recruited to strengthen the institutional capacity of the Provincial Committee for Control of AIDS, District Committees for Control of AIDS, and the Lao Women's Union and assist them with effective planning, implementation and monitoring. |
Procurement | The contract packages financed by ADB and OFID loans and the AusAID grant, will be procured in accordance with ADB's Procurement Guidelines. Procurement of civil works under the EDCF-funded component will be subject to EDCF procedures. Civil works contracts along the project road have been packaged into 5 contracts. The bridge over the the Mekong River, if included, in the Project, will be a separate contract package. The civil works contracts along the project road that will be financed by ADB, OFID, and AusAid will be procured using international competitive bidding (ICB) with prequalification and will be subject to prior review. The ICB contracts will include the design and engineering, and construction of the works. Smaller civil works contracts for rural access roads and periodic road maintenance subprojects partly or wholly financed by ADB and costing up to $1 million may follow national competitive bidding (NCB) procedures and will be subject to post review. |
