Description

The ATRIUM PDFCO aims to help achieve the MDG Target 10 for water and sanitation by assisting local governments and municipalities in ADB's DMCs, initially in the PRC, to develop demonstrational projects in cities (i.e. commercially viable projects in water supply, sanitation and wastewater treatment), that are crucial for long term sustainability and success. The ATRIUM PDFCO, which will not make equity investment in any of these projects, will cover feasibility study, planning, design, financial structuring and other tendering preparation activities until a public tendering of project concession is conducted. The ATRIUM PDFCO will be profit-driven to maintain its commercial viability. Its expenses together with fees will be recovered, through agreements with the respective host local government or municipality, from the successful bidder upon project tendering, and will only be payable after the projects are successfully tendered out.
