Summary

The TA is directly linked to ADB's PRC Country Partnership Strategy (2008-2010), which places emphasis on inclusive growth and balanced development. The TA will also realize the key interventions of ADB's Policy on Indigenous Peoples (1998) as well as ADB's Policy on Gender and Development (1998) in promoting equality, not only as a fundamental human right, but also as essential to poverty reduction and improved living standards and sustainable economic growth. In addition, the present TA will build on the lessons learned from recent ADB-financed TAs, which focus on similar challenges and opportunities in other case study provinces.

Project Rationale and Linkage to Country/Regional Strategy The Eleventh Five Year Plan (FYP) (2006-2010), the government is stressing the need to further strengthen management of social programs and the functions of various public services including public employment service (PES) in order to achieve the related FYP targets set for 2010. These include (i) new jobs created for urban residents reaching 45 million in 5 years, and (ii) number of rural laborers transferred to non-agriculture sectors reaching 45 million in 5 years.
Impact The public employment service (PES) improved in the Western Region in the People's Republic of China.
Project Outcome
Description of Outcome The disadvantaged people in the Western Region (women, ethnic minorities, and those who live in remote areas) use the improved PES.
Progress Toward Outcome Focus group discussion and interviews with these groups were organized and pecommendatios were developed for these groups in the final TA report and policy note.
Implementation Progress
Description of Project Outputs

The outputs of the TA will be development of a model for a PES, and recommendation providing a more user-friendly and demand based PES for the people, in particular disadvantaged population such as women and ethnic minorities. The outputs will be developed based on the case of Qinghai province, a less-developed province in the Western Region where the PES is typically weak.

The TA will produce three reports:

(i) two technical reports: organizational issues of the PES and set of recommendations including contents and methodology of PES based on the case study and survey in Qinghuai province.

(ii) policy note highlighting different organizational issues and how to address them toward formulating user-friendly and demand based PES to be disseminated to government officials in other provinces in the Western Region for their wider use and application.

Suggestion for improvement of the PES system in the Western Region developed.

During Project Design The proposal has been identified and conceptualized through the domestic processing procedure of the PRC government. Participatory consultation with a wide range of stakeholders will be arranged and incorporated during fact-finding for and implementation of the TA.
During Project Implementation The government mobilized a wide range of stakeholders involving employment service for consultaion and development of policy recommendations.
Business Opportunities
Consulting Services A total of 27 person-months consisting of 6 consultants (1 international and 5 national consultants) will be required. The consultants will have expertise on labor employment for disadvantaged population, labor and governance, public employment service, gender and ethnic minority and qualitative research.
