The TA is directly linked to ADB's PRC Country Partnership Strategy (2008-2010), which places emphasis on inclusive growth and balanced development. The TA will also realize the key interventions of ADB's Policy on Indigenous Peoples (1998) as well as ADB's Policy on Gender and Development (1998) in promoting equality, not only as a fundamental human right, but also as essential to poverty reduction and improved living standards and sustainable economic growth. In addition, the present TA will build on the lessons learned from recent ADB-financed TAs, which focus on similar challenges and opportunities in other case study provinces.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
