Description of Project Outputs The output of the PPTA will be the TA consultants' final report focusing on the following key areas to improve the value addition of ADB assistance: (i) local road development and maintenance, (ii) road safety, (iii) transport services, (iv) axle load enforcement, (v) vehicle emissions, (vi) toll roads managing and operating, (vii) private sector financing, (viii) stakeholder consultation, and (ix) safeguard documents based on ADB safeguard policies.

Consulting Services Consulting Services required for (i) Part A - 21 person-months (8 international and 13 domestic) of consulting services for overall project preparation, and preparation of notes on policy dialogues, (ii) Part B - National consultants to prepare the policy framework and measures and develop guidelines of local road traffic safety engineering work, (iii) Part C - national consultants to pilot test rural transport service reforms based on the recommendations of a TA. The international consulting firm will be engaged on the basis of the quality- and cost-based selection method.
