Summary

The Project aims to increase the Province's forest coverage and productivity. Approximately 1.246 million mu (around 83,300 ha) of forest lands will be reforested or improved, which will include the rehabilitation of shelter forests damaged by the snow storm in January 2008. In addition, the Project will also assist in establishing forest land and product trading centers in selected counties, where forest farmers and private sector will participate in forest management and product trading, which has been hampered due to lack of proper access to market information and trading channels. Appropriate models will be designed in the Project to mobilize and facilitate stakeholder participation, such as private agro-enterprises, cooperatives, and communities to participate in the project investment and capacity building activities. The Project will also improve the provincial and county forest officials' capacity for sustainable forestry management.

At this stage, twenty-four counties have indicated their interest in participating in the Project, of which six are national poverty counties.

Impact The impact of the TA will be improved forest management and environmental sustainability in the Jiangxi Province.
Project Outcome
Description of Outcome The TA outcome will be a project design suitable for ADB financing and agreed upon by the Government and ADB.
Progress Toward Outcome The ensuing loan was approved on 19 Oct 2010.

Description of Project Outputs

Feasibility study report suitable for ADB processing, including:

1. Initial assessment of the Government's pre-feasibility study reports and analysis of overall project objectives.

2. Detailed assessment of subproject technical design and completion of initial financial and economic evaluations and safeguard analyses.

3. Finalization of project design by undertaking technical, economic, and financial analyses, as well as finalization of safeguards and other relevant documents.

4. Establishment of GIS.

5. A policy and best practices note on sustainable forest ecosystem management as a knowledge product.

Status of Implementation Progress (Outputs, Activities, and Issues) The feasiblity study report was submitted, based on which an ensuing loan was prepared and approved on 19 Oct 2010.

During Project Design

Potential stakeholders are farmers, community members utilizing the land or natural resources in the forest land, farmer associations, forest farms, forest enterprises, and staff of executing agency and implementing agencies.

Farmers and community consultation and participation is critical to ensure the project sustainability. A consultation and participation plan will be prepared.
