The TA has three components:

Component 1: Provision of HIV Prevention Services (Awareness Raising and Health Service Delivery). The TA supports provision of HIV prevention services in three infrastructure sectors - road, mining and urban development sectors on a pilot basis to develop a model intervention package for the infrastructure sector. The component includes the development of information, education and communication (IEC) materials for awareness raising and behavior change in settings such as construction sites, entertainment settings, transport corridors and border areas, health facilities, and local communities affected by infrastructure development. It also includes provision of HIV prevention services for construction workers, sex workers, and local communities. This component covers provision of prevention services for the ADB-financed project including the proposed loan of Western Regional Road Corridor Development Project - Phase 1, the Regional Road Development Project for post-construction phase, and the proposed South Gobi Infrastructure Development Project.

Component 2: Institutional Capacity Building. The TA will develop the institutional mechanisms and capacity for systematic integration of HIV/AIDS prevention programs into infrastructure projects. This component supports (i) development of HIV/AIDS policies and guidelines in the construction workplace, (ii) training and workshops for government agencies, health service providers, private sectors, both at national and local level, (iii) cross-border cooperation for HIV prevention between Mongolia and PRC.

Component 3: Monitoring and Evaluation (M&E). The TA will develop a M&E system for the pilot projects. The design, development and implementation of baseline and follow-up surveys will be supported by the TA. The system should be in line with the national M&E framework for HIV/AIDS including core indicators and measures. The TA also supports development of institutional mechanism or feedback system to allow findings of the evaluation lead to recommendations for improving project implementation.

In Mongolia, major investments in the road, transport, and mining sectors are planned in coming years. According to the National Development Road Network Plan for 2006-2016, more than 2,000 km of road are planned to be constructed during 2008-2012. Road constriction in Mongolia has tripled in 2007, and the rapid development of regional roads is ecpected to continue for the coming decade.

Project Rationale and Linkage to Country/Regional Strategy The technical assistance is in line with ADB's strategic directions, and the recommendations of the United Nations joint initiative in Mongolia, and also builds on the experience and lessons learned from the ongoing ADB support on HIV prevention in the Regional Road Development Project. The proposed TA will assist the Government in strengthening national and local capacities to respond to the risk of the spread of HIV through major infrastructure and mining projects.

Project Outcome

Progress Toward Outcome ADB has approved the extension of the TA closing date from 30 April 2012 to 30 April 2013 to better allow the project to reach its goals and ensure quality implementation. The extension will ensure behavior change interventions will be implemented adequately under the ADB road construction projects and in the mining sector. This will allow the TA to recommend appropriate policy reforms to implement HIV prevention measures, especially in road infrastructure projects. The TA has made progress in testing selected HIV prevention activities in pilot sites. Separate package of activities for the road and mining sectors and for truck drivers were developed and tested in pilot sites and target soums. Based on pilot interventions the Government issued orders regulating HIV prevention activities in infrastructure and mining projects.

Status of Implementation Progress (Outputs, Activities, and Issues)

Component 1.

The TA completed the testing of model HIV prevention packages in mining and infrastructure projects in the 5 pilot sites selected by the TA (Oyu Tolgoi and the Energy Resource mines in South Gobi, and Shijir Alt mine in Tuv aimag). The tailored packages of activities for the road and the mining sectors, and the general package for infrastructure sector are developed separately. The packages were discussed and agreed in principal with the Ministry of Road, Transportation, Construction and Urban Development (MRTCUD) and Ministry of Mineral Resources and Energy (MMRE).

The Mongolian Employers' Federation (MONEF) is involved in testing prevention activities in pilot sites. An HIV policy and accompanying implementing guidelines have been adopted by Energy Resources and Shijir Alt companies. Oyu tolgoi is reviewing the HIV policy to align it with the Rio Tinto general policy on HIV prevention.

As part of the HIV prevention packages, the peer educators' training modules and training materials on HIV prevention were developed, and trainings for 195 peer educators were conducted in pilot sites. Workshop and trainings were organized in Dornogobi, Umnugobi and Khovd aimags for the secondary school teachers, soum social workers, intertainment service workers, single house-headed women, police officers, mobile workers, miners, road workers, and local communities in 2011 and 2012. Condom promotion activities were held in Khovd aimag and Shijir Alt and Energy Resources mines.

Component 2.

The TA made significant progress on developing policy regulations on HIV/AIDS prevention in infrastructure sector. Two ministries, the MRTCUD and MMRE, issued ministerial orders (MOs) in May 2012. The MOs (i) adopted package of HIV prevention activities to be implemented in their respective sectors, (ii) obliged the ministries to incorporate HIV prevention activities in all infrastructure contracts and projects, and monitor their implementation, (iii) established sub-committee responsible for coordination of implementation of HIV/AIDS/STD prevention strategies, and (iv) entitled the sub-committees with funding for national level coordination and M&E activities. (Ministry of Road, Transportation, Construction and Urban Development, Order #121 and Ministry of Mineral Resources and Energy, Order #086).

A draft amended AIDS law was submitted to the Parliament in early January 2012 and approved by the Parliament in January 2013. The amended law includes an article on HIV prevention in the workplace and requires business entities to allocate budget for HIV prevention activities and responsibility of other Ministries.

Component 3.

The Project Monitoring and Evaluation System (PMES) developed by Independent Research Institute of Mongolia (IRIM) is used by the PIU and local NAC coordinators to assess the effectiveness of TA activities at project sites. Collection of routine data using the M&E tool is not fully implemented and used efficiently since the tool was developed. This was explained partly by constraints faced by local aimag coordinators as most of project activities have a seasonal character. IRIM analyzed data collected by PIU on project activities for 2011 and the findings were discussed with the PIU.

The baseline Knowledge Attitude Practice (KAP) survey covering all risks groups, except road workers, was conducted in October 2010. Road workers of the Western and Regional Road Projects were interviewed during the summer of 2011, and the final baseline study report was submitted in September 2011. Dissemination of baseline study results to internal and external stakeholders was organized in March 2012. IRIM conducted the follow-up interviews from Nov to January 2013. KAP survey final report is due in April 2013.

IRIM had completed the field survey on risk factors associated with truck drivers' behavior in Umnugovi aimag operating on several "coal" roads to export coal to PRC. 328 truck drivers and 80 entertainment workers participated in the survey. The prevention strategies, recommended by the consultants, are included into HIV prevention package for the mining sector.

During Project Design In October 2007, consultation meetings with key stakeholders and partners were held to discuss the proposed TA scope, design, and implementation arrangements. The institutions and civil societies consulted include NAC, MOH, MRTT, UNFPA, WHO, UNICEF, UNESCO, UNDP, Global Fund, Mongolian Red Cross Society, Marie Stopes International (MSI), World Vision Mongolia, the Millenium Challenge Corporation, and MONEF. With ADB's growing support in the infrastructure sector, ADB's initiatives on HIV prevention are strongly supported by the Government and partner agencies.
During Project Implementation

The PIU prepared an international workshop to define model HIV prevention packages on 9-10 December 2010. The outputs of the workshop will determine the activities to be implemented in infrastructure projects and mines, and identify the constraints to implementation.

The PIU in coordination with other stakeholders and under the leadership of the MOH has developed a training strategy and a series of 10 modules to be used in future infrastructure and mining projects. The modules will be used to train the trainers in aimags (10 trainers in each of the three project aimags).

Key stakeholders were part of a study tour to the PRC (23-30 June 2010) to learn from similar projects on HIV prevention in infrastructure projects implemented by ADB in Yunnan Province and Guangxi Autonomous Region of Southern PRC. This study tour turned-out to be very successful and much appreciated for the projects' practical relevance to the work in Mongolia.

MONEF's activities for the Global Fund were assessed jointly by the TA and the International Labor Organization (ILO)/Beijing in April 2010. ILO provided excellent technical support and the assessment includes valuable recommendations to the Global Fund and is helping fine-tuning MONEF's activities under the TA.

In order to increase ministries involvement on HIV/AIDS legal and political environment and refresh the knowledge on how to prevent from HIV among the infrastructure and road sectors people, a training was organized for the officers of Ministry of Road, Transportation, Construction and Urban Development, Ministry of Mineral Resources and Energy and the Ministry of Social Welfare and Labor.

PIU has organized several consultative meetings, workshops and lobby meetings with the MMRE, MRTCUD, Ministry of Justice and Internal Affairs for development of Ministerial order on HIV/AIDS prevention.

PIU had organized the Steering Committee Meeting of the Project on 30 May 2012 and introduced the project extension, Review Mission of 6-9 March 2012, and it's recommendations to the stakeholders.

PIU had organized training on STI/HIV/AIDS prevention for capacity building of the MMRE staff 8 June 2012 and disseminated a newly developed factsheets.

PIU had organized a lobby meeting collaborating with the National Committee of AIDS (NCA) and Standing committee on social policy, education, culture and science on the draft of the Law of Mongolia on the prevention of HIV/AIDS (new revised version) and submitted a proposed amendment through NCA to the legal advisors working on the draft AIDS law.

Consulting Services

The Project will require the following consulting services:

(i) 3 consultants for the PIU for 108 person-months to be recruited on an individual basis: (a) project manager and HIV/AIDS specialist (national for 36 person-months), (b) health education and training specialist (national for 36 person-months), and (c) administrative and financial assistant (national for 36 person-months);

(ii) a specialist for policy and evaluation (international for 3 person-months) to be recruited on an individual basis;

(iii) firm/research institute for monitoring and evaluation; and

(iv) a contract with Mongolian Employer's Federation (MONEF) for implementation of TA activities in the mining sector.

The consultants will be engaged in accordance with the ADB's Guidelines on the Use of Consultants.

Procurement ADB will establish an advance payment facility for the PIU to support agreed cash expenditures. ADB will ensure the PIU has sufficient financial management capability to handle the advance payment facility. Costed activity proposals, approved by the EA, will be submitted to ADB for approval. The amount of advance and eligible expenditures for advance payment will be arranged in line with ADB's Guidelines for Disbursement of Technical Assistance Grants (2008). All equipment and materials will be procured in accordance with ADB's Procurement Guidelines (2007, as amended from time to time) and ownership will be transferred to the Government after the TA. The equipment and materials procured include computers, software, printers, and other equipment deemed necessary for the implementation of TA activities.
