Project Outcome
Description of Outcome A high-quality new model university that generates industry-relevant science and technology teaching and research.
Progress Toward Outcome The project is progressing. The PMU-USTH has made good progress recently in project implementation. In particular, it has engaged a number of individual consultants as part of the design and construction process for the USTH campus, including the Internatinal Space Scheduler, the International Quantity Surveyor and the International Procurement and Project Implementation Consultant. It has also engaged several firms, including Architectural Design Competition Management, Geology Survey, and the Architectural Engineering for Boundary Fence. An updated resettlement plan has been prepared and endorsed by the Government of Viet Nam. The campus design competition has been completed and a winner has been selected. Contract negotiations were held with the winning firm in January and March 2015. The contract is expected to be awarded in Q1 2015.

Status of Implementation Progress (Outputs, Activities, and Issues)

The university council has 20 members of which 4 comes from the private sector with one female member.

The Management and Administrative Systems, Office of Student Services and Quality Assurance Systems were established and being operated effectively.

6 senior managers 1/3 of whom are female, 91 full time and part-time staff working in academic and administration departments in which 14 are doctors are being trained in France. Over 50% are female. The scholarship program was approved in 2014, and is now being implemented.

Involuntary Resettlement

Under the project loan agreement, the borrower, through the project EA, has agreed to provide USTH, within 16 months of loan effectiveness, with: (i) a decision that shall ensure that USTH has legal rights over the land allocated for their campus; and (ii) the right to commence construction of the campus in accordance with the agreed construction timeframe. Land acquisition under the project has made good progress, but is not yet completed. There are two sites to be acquired for the project: (i) the 65 ha USTH campus at Hoa Lac High-Tech Park (HHTP), which includes both "non-military" residential/agricultural plots (26 ha) and land occupied by the Army (39 ha); and (ii) the 52 ha site that will accommodate the Army when it relocates from the land they occupy at the USTH site.

Land acquisition at the USTH site at HHTP is nearly complete. Key points are highlighted below:

" All 26 ha of residential/agricultural land at the USTH site and 20 of the 39 ha occupied by the Army at the USTH site have been acquired by the project. The Army has not yet handed over the remaining 19 ha of land it occupies at the USTH site.

" A 52.7 ha site located near HHTP will accommodate the Army when they relocate from the land they occupy at the USTH site. Only .09 ha (917 m2) of the 52.7 ha remains to be acquired (one household). This household will be forcibly acquired in March 2015. A small amount of site clearance remains to be done. This will be completed by March 2015. This site is expected to be acquired and handed over to the Army by the end of March 2015.

" During the most recent review mission, the Army indicated the legal handover of the remaining 19 ha at the USTH site would occur once it has physically left the USTH site and constructed its new camp at the Army relocation site. This is expected to take about one year, which means the physical and legal transfer of the remaining 19 ha will only occur in early 2016.

Stakeholder Communication, Participation, and Consultation
During Project Design

Upper secondary and undergraduate education age cohorts will be the potential initial stakeholders. Education decision makers, planners and managers, and university subproject teams comprising university administrators and faculty members will be involved in the project, both as the executing and implementing agencies and as beneficiaries of the project activities. The private sector will also be involved in the project through (i) representation on decision-making committees; (ii) involvement in program definition, curriculum design, and thesis panels; and (iii) hiring teaching staff from enterprises.

The type of consultation and participation required during the PPTA or project processing are seminars and workshops which will be conducted: (i) inception, midterm, and final seminars involving all the project stakeholders; (ii) a workshop involving decision makers, planners, managers, and representatives from the private sector on the specific policy and regulatory framework; and (iii) focused group workshops involving university subproject stakeholders in Ha Noi and Da Nang.

Business Opportunities
Consulting Services Advance contracting and retroactive financing will be used. The Project will require hiring a number of firms or individual consultants to undertake various project activities. These firms or individual consultants will be hired by the EA under a small number of consultancy packages. There has been extensive consultation with the government and with the French strategic partner for USTH.
Procurement The Executing Agency will be MOET. A project steering committee, the National Executive board will provide overall guidance on strategy for development and support cross-agency policy dialogue and will approve the overall implementation and financial plan, including the procurement plan for USTH.
