Summary

The project is designed to address two binding constraints that contribute to the core sector problem of poor quality and delivery of water-related services. These constraints are insufficient human resource capacity and inadequate public infrastructure. The project will address these constraints by funding education facilities to train engineers in water-related fields that are needed to meet the heightened demands of a rapidly growing economy. The project will also address the requirements of dilapidated irrigation and drainage infrastructure with funding to upgrade and modernize the management of irrigation canal systems. It will help the government increase the number of qualified agriculturerelated

water management engineers, improve the governance and management of irrigation systems, increase agricultural production, and improve the productivity of project areas to

increase poor farmers' incomes and reduce poverty.

Description

The project is designed to address two binding constraints that contribute to the core sector problem of poor quality and delivery of water-related services. Project Rationale and Linkage to Country/Regional Strategy Irrigated agriculture is by far the largest user of water in Viet Nam. Paddy rice is the dominant crop, accounting for more than 80% of the total irrigated area. However, the area of paddy land has decreased in recent years with diversification to aquaculture and other crops and economic growth sectors other than agriculture. This has increased the demands placed on water resources and caused reallocation. To meet growing demand for rice and maintain food security, it is essential to increase crop productivity and the efficiency of production inputs, especially water.

1. Construction of WRU component commenced on 15 Mar 2014

2. Ongoing. Full achievement is expected when all irrigation facilities are functional by 2016.

3. Achievement is expected when Gia Binh pilot irrigation scheme is fully implemented, planned. Two year delay vs original plan.

Environmental Aspects Semiannual monitoring reports of BHH and WRU components were submitted and reviewed by ADB. According to the annual monitoring report and through environment review during site visits, the mission found that the project has achieved close cooperation among PPMUs, Construction Supervision Consultants (CSCs), local authorities and communities in monitoring and supervision of environment impacts and safety of construction and transport. However there are some common environment pending issues including improper management of excavated soil, inadequate water spraying for reducing dust caused by project transport, especially at the construction works near the National Road No. 38 and provincial road No. 61, and inadequate protective equipment provided for workers.
Involuntary Resettlement

The project includes 12 civil works subprojects, of which 10 cause acquisition of land from 1,672 affected households (AH) with 691 severely affected households losing more than 10% of agricultural land and 9 relocated households. Total compensation costs of the project are estimated at about $10.9 million and are paid by the Government.

The project is satisfactory in complying with the resettlement safeguards covenants. For the WRU subproject, all the identified remaining affected graves have been compensated and relocated. Compensation payments following the provisions in the approved RPs have been completed.

Business Opportunities
Consulting Services All consultants to be financed under the ADB loan will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). The Project will require 236 person-months of national and 56 person-months of international consultants. An international firm of consultants will be recruited to strengthen national capacity and provide assistance with project implementation. National consultants will also be recruited for preparation of detailed designs and resettlement plans, and for independent external monitoring of the implementation of resettlement plans and environment management plans. Various selection methods will be applied for the recruitment of consultant firms including the quality- and cost-based selection (QCBS) method with a standard quality:cost ratio of 80:20, consultant quality selection (CQS) method, and fixed budget selection (FBS) method. Individual consultants will be engaged following ADB procedures for selection of individual consultants as described in the Guidelines on the Use of Consultants. Where 3 or more experts are required, recruitment of a firm will be the applied approach, rather than recruitment of individual consultants. All consulting packages will be advertised by MARD at the ADB website through the Consulting Services Recruitment Notice.
Procurement All procurement under the ADB loan will be undertaken in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). Procurement under the AFD loan will follow AFD's procurement guidelines. International competitive bidding (ICB) procedures will be applied for the construction of the WRU facilities and major BHH construction packages. For the BHH infrastructure component, separate packages will be bid out for the construction or rehabilitation of different pump stations in the three provinces, each of which will be managed either by the CPO or the respective provincial PMU depending on the size, complexity and regional importance. The Co Ngua pump station will be procured through a turnkey contract to be managed by CPO under which the detailed design, civil works, and supply and installation of equipment are provided through a single contract. Turnkey and civil works contracts estimated to cost more than $2 million equivalent will be procured through ICB. Civil works contracts estimated to cost $2 million or less will be procured through national competitive bidding (NCB) procedures. Supply of goods will be procured through ICB where the cost is more than $1 million; NCB where the cost is $100,000 to $1 million per package; and shopping where the cost is less than $100,000. For the procurement of items below $10,000, the EA may purchase the items directly from the supplier.
