Description The objective of the SSTA is to review and update the existing pre-feasiblity study for a proposed energy investment project, including due diligence review and updated feasibility study with detailed assessment in the financial and economic analysis, social and environmental assessment in line with ADB's guidelines concerned.
Project Rationale and Linkage to Country/Regional Strategy The energy sector was identified as a possible area for ADB intervention. The Country Strategy and Program Update (CSPU, 2006) indicated that the Government has requested ADB support for energy within an expanded lending program. ADB has undertaken some preliminary sector assessment through providing technical assistance and identified the key development bottlenecks in the power sector, which is useful input to the proposed project. The proposed power transmission project is under the Government's strategic priority, and also in line with ADB's country strategy and energy policy.
Impact Increased capacity of the power transmission system and reduction of the regional imbalance in economic growth with adequate and reliable power supply.

Consulting Services A total of 8.0 person-months of consulting services (4.0 international and 8.0 national) will be required. The consultants will have adequate experience working in power sector and expertise in the project financial and economic analysis, social/resettlement and poverty analysis, and environment. ADB will recruit the consultants individually according to its Guidelines on the Use of the Consultants by ADB and its Borrowers (February 2007).
