Summary

In 2007, the coal-based power plants accounted for more than two third of all electricity produced in PRC. The continued coal dependency and the large growth in power sector is resulting in continued growth of greenhouse gas emissions. The Government has taken big impact measures to reduce the carbon intensity of electricity production by diversifying the nergy mix and increasing the share of renewable energy and mandated 20% energy intensity improvement in the priod 2006 - 2010.

Project Rationale and Linkage to Country/Regional Strategy

In 2007, the coal-based power plants accounted for more than two third of all electricity produced in PRC. The continued coal dependency and the large growth in power sector is resulting in continued growth of greenhouse gas emissions. The Government has taken big impact measures to reduce the carbon intensity of electricity production by diversifying the nergy mix and increasing the share of renewable energy and mandated 20% energy intensity improvement in the priod 2006 - 2010.

In the power sector, the share of more efficient super critical and ultra super critical plants is consistently imcreasing. However, there is no intergated gasification combined cycle (IGCC) power plant in operation in PRC. The IGCC offers highest efficiency and lower emissions for coal-based power plants and are particulalry suited for low-cost carbon dioxide capture and storage (CCS). There is an urgent need to demonstrate IGCC plants in industrial size capacity that could lead to commercial deployment of these plants. The Government is cosidering implemenattion of four industrial size IGCC plants in the 11th five-year-plan.

Impact The Project impact will be commercially deployed integrated gasification combined cycle (IGCC) plants in the PRC.

Consulting Services The TA will be carried out over a period of 4 months by a team of international and domestic consultants. The TA activities are expected to commence in October 2008 and will be completed by January 2009. The total consulting input of international and domestic consultants will be 3 and 5.5 person-months, respectively.
