Project Rationale and Linkage to Country/Regional Strategy The TA provides direct support for two areas of engagement under ADB's Indonesia Country Partnership Strategy 2006-2009: improved Infrastructure and infrastructure services and improved decentralization. The TA will address weaknesses in road network planning and road development within the Heart of Borneo (HOB) area in Kalimantan that if not corrected will potentially produce unsustainable negative environmental impacts. The TA will support environmental issues in HOB identified under the proposed Regional Roads Development Project that will be processed in 2009-2010. Through strengthening institutional capacity in environmental management in Kalimantan, the TA will compliment environmental capacity building programs under the ongoing road sector loans in Indonesia.
Impact Review of the Government's road development plans in the HOB region to assist in ensuring that the potential interventions meets both the economic development needs of the area and maintains ecological function.

Consulting Services The TA will require about four person-months of international and seven and a half person-months of national consulting services. The international consultants will have expertise in transport planning, highway engineering, capacity development, and environmental assessment. The national consultants will have expertise in institutional training programs and environmental assessment.
