Summary

The purpose of the TA is to undertake a feasibility study for the ensuing loan which covers DFC, taking into account technical, economic, and financial viability as well as ensuring compliance with environmental and social safeguard policies. To this end the TA will carry out surveys and analysis on engineering, economic, financial, environmental impact, social impact, resettlement, as well as identification of efficiency measures. The TA will also conduct an institutional assessment of the DFCCIL.

Project Rationale and Linkage to Country/Regional Strategy
Impact The transport capacity of the railway network will be enhanced and the organizational efficiency of DFCC will be strengthened. The freight traffic will be concentrated on the DFC and the train-paths now used by freight trains on the existing networks can be used for additional passenger trains. Due to the concentration of freight trains on the DFC and passenger trains on the existing networks , the operation speed of trains is harmonized resulting in higher overall transport capacity and operation quality. DFCC, the project management and implementing corporation for the DFC, will be supported in establishing suitable project management schemes and contract structures based on international experience with recent large-scale railway projects. Support in applying state-of-the art design standards and construction methods reflecting the specific design criteria of the DFC and tight construction schedule will be provided.
Project Outcome
Description of Outcome TA will provide agreed design for the dedicated freight corridor projects, and required measures for capacity enhancement. The proposed design criteria and construction methods will reduce the environmental impact during construction and operation. The proposed construction methods will reduce the land use as much as possible and the design of tracks and bridges will reduce the levels of noise and vibration in the operation stage. By the use of standard designs especially for bridges and viaducts, construction time and cost can be reduced. The capacity enhancement for DFCC will optimize project management structures, allocate suitable decision making power to the individual position within the project organization and provide advice on contract structures for the project.

Consulting Services An international consulting firm, currently engaged for feasibility studies of selected railway projects under TA4998, will be recruited on the single source selection basis for the similar tasks currently undertaken by the firm, providing a team with expertise in railway engineering, and economic and financial analysis. Individual consultants will be newly recruited under the proposed TA to carry out studies of (i) efficiency improvement measures, (ii) social and poverty impact assessment, (iii) resettlement analyses, and (iv) environment assessment.
