Summary

Description of Project Outputs The TA will: (i) provide support during the transition period of the affected people by acquiring critical equipment and supplies for basic services as requested by the Ministry of Civil Affairs (MCA); (ii) review the existing disaster management framework with particular reference to the Sichuan earthquake, and identify the key areas of action that need attention; and (iii) conduct a preliminary damage needs assessment of the social infrastructure to provide a better understanding of the impacts, some of which could be supported by ADB by providing subsequent emergency assistance program or projects.

Consulting Services TA implementation arrangements will provide flexibility to allow adjustment in the terms of reference (TOR) of consultants, duration, and schedule of expert inputs. ADB will recruit a national consultant (4 person-months) who will work as the TA coordinator and assist Ministry of Civil Affairs (MCA) in the timely procurement, supervise and coordinate day-to-day TA activities, including monitoring progress, resolving problems, arranging meetings, and liaising with the government agencies concerned. TA coordinator will submit periodic monthly reports to ADB on the progress of the TA implementation. For implementing components 2 and 3, one international (3 person-months) and two national consultants (3 person-months each), with expertise in disaster management and disaster impact assessment will be recruited. Consultants will be engaged as individuals, in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time) and other arrangements satisfactory to ADB for the engagement of international and national consultants. In dialogue with MCA, ADB may consider direct selection of qualified domestic and/or international organizations, local institutions, and/or short-term resource persons, where justified by efficacy, efficiency, and/or urgency in completing activities.
