Summary

This PPTA sources its funding from TASF and is providing funding for the unfinished tasks being carried over from a preceding PPTA (a component TA of TA 4814-IND: TA Cluster for Project Processing and Capacity Development financed by the Government of the United Kingdom) that ended in June 2008. It is continuing ADB's project preparation assistance for the proposed North Eastern State Roads Investment Program (NESRIP) and maintains seamless and consistent readiness enhancement assistance available to the Executing Agencies (Ministry of Development of North Eastern Region, and the six state Public Works Departments) until the ensuing financing assistance's effectiveness and mobilization of loan-financed consultants.

Project Rationale and Linkage to Country/Regional Strategy The TA is in line with ADB's current Country Partnership Strategy, which focuses infrastructure sector assistance on poorer states in the central to eastern parts of the country. The design of the TA is informed by ADB's experience in road sector projects in India, where delays were caused by the gap in support to the EA/IA between the feasibility study phase and the construction phase.
Impact The impact of this PPTA (outcome of the ensuing NESRIP) will be improved road transport services in the North Eastern Region including: (i) improved and reliable connectivity to district and block headquarters, (ii) enhanced availability of passenger transport services, and (iii) reduced vehicle operating cost and resultant reduction in freight charges and passenger transport fares.

Description of Outcome The outcome of this TA will be the enhanced readiness of the ensuing NESRIP, and its improved project design and cost estimates.

Description of Project Outputs

Key outputs and their delivery timeframe will be as follows:

(i) Operations Manual for NESRIP finalized with PMU and PIUs trained on the use of it by the start of first tranche project activities (expected in mid 2009);

(ii) Road Asset Management System and Project Management System developed under TA 4697-IND: Development of Road Agencies in the North Eastern States fully rolled out to the project states and the PWD engineers trained on the use of these systems;

(iii) Financial management system for NESRIP fully established and functional by the start of first tranche project activities (expected in mid 2009);

(iv) Action plans for institutional development and capacity building updated before FFA signing (expected in latter half of 2009);

(v) Resettlement plans for Tranche 2 roads prepared and finalized (for Tranche 1 roads, resettlement plans were prepared under the preceding PPTAs, and for Tranche 3 roads, the same will be prepared by the ADB loan-financed Project Management Consultant);

(vi) Documents to be issued for procurement of civil works and recruitment of construction supervision consultants for Tranche 1 roads finalized and ready for issuing; and

(vii) Baseline survey for impact monitoring indicators of Tranche 1 roads (by end 2009, and before the start of physical works).
