The Project will help Bhutan expand rural electrification for all households, and sustain its operations and energy security through a mix of clean energy supply sourced from hydropower, solar, wind, and biogas. The Project has four components: (1) on-grid rural electrification (RE), (2) off-grid solar RE, (3) establishment and grid-connection of pilot wind power generation mills, and (4) a pilot program to promote biogas plants.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
