Status of Implementation Progress (Outputs, Activities, and Issues) The Consultant's final report was submitted on 21 Jan 2011 which documents all the project preparation and analysis tasks completed that were used as the basis for the RRP of Grant 0228-BHU: Rural Renewable Energy Development Project that was approved on 29 Oct 2011 by the ADB Board of Directors.

Business Opportunities

Consulting Services The PPTA will require 36.5 person-months of consulting services (21.5 international and 15.0 national, which will include 7 person-months for an individual national environmental consultant). The consultant team will cover eight areas of expertise: (i) power sector management, (ii) rural electrification engineering, (iii) renewable energy (i.e. solar and bio-gas) management, (iv) wind power engineering, (v) economic analysis and evaluation, (vi) financial analysis and management, (viii) social safeguard development, and (viii) environmental assessment and management. The outline terms of reference are in Appendix 2 of the PPTA concept paper. The study will be implemented over 13 months, from September 2009 to September 2010. A consulting firm or consortium of firms will be engaged by ADB through its quality- and cost-based selection procedures in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (2007, as amended from time to time), and the TA-financed equipment will be procured under ADB's Procurement Guidelines (2007, as amended from time to time). A national environmental consultant will be individually recruited in advance under a PPTA's retroactive financing framework to prioritize the project scope through environmental survey and assessment, stakeholder consultation and participatory workshops as approved in the concept paper. The disbursements under the TA will be made under ADB's technical assistance disbursement handbook, (January 2008 as amended from time to time).
