Summary

The proposed Second Upper Secondary Education Development Project (USEPD II/the Project) is designed as a positive school-sector intervention for effective human resource development that will contribute to the economic development of the Socialist Republic of Vietnam (the Government) and address such social and economic issues as poverty reduction, improved knowledge and skills for school graduates entering the labor force and greater equity of educational opportunity across all spectrums of society. The Project will help the Government to promote its ongoing reform initiative for upper secondary education (USE) through upgrading of teaching and learning to international standards, improve student access and retention, especially in disadvantaged regions and strengthen school management to achieve the planned objectives for USE.

Description The proposed Second Upper Secondary Education Development Project (USEPD II/the Project) is designed as a positive school-sector intervention for effective human resource development that will contribute to the economic development of the Socialist Republic of Vietnam (the Government) and address such social and economic issues as poverty reduction, improved knowledge and skills for school graduates entering the labor force and greater equity of educational opportunity across all spectrums of society. The Project will help the Government to promote its ongoing reform initiative for upper secondary education (USE) through upgrading of teaching and learning to international standards, improve student access and retention, especially in disadvantaged regions and strengthen school management to achieve the planned objectives for USE. Project activities include construction of education facilities for USSs, provision of simulation classrooms for selected teacher training universities (TTUs) to provide practical teaching experiences, improved instructional materials and equipment for disadvantaged schools and planned model schools, oral English materials to improve foreign language learning, pilot support for disabled students at USE level, provincial block grants to local education authorities, pilot teacher training programs through public-private partnership (PPP), support to the National Institute of Education Management (NIEM), and conduct a number of research studies to examine ways to improve USE planning and management. The Project will principally be national in scope, with access-related project investments targeted to selected disadvantaged areas.

Project Outcome
Description of Outcome Improved readiness of USS graduates for tertiary and vocational career development
Progress Toward Outcome The review mission fielded in November 2014 assessed the slow implementation of the project, including its financial performance being not very satisfactory. Apart from a few reasons for the delay including slow progress of MOET's ongoing curriculum reform change in the requirements of civil works in connection with the new decree No.38 which are beyond the CPMU's control, the Mission observed that some of CPMU unit heads have limited capacity in project implementation and managing the project activities. The project management unit was requested to strengthen the monitoring system of the project activities and to closely review the performance of each unit. As of Q1 2015, project's financial performance has accelerated with the award of first batch of civil works and consulting contracts for overseas and in-country training programs.

Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1:

Detailed implementation plans (DIPs) for PRESETT and INSETT proposed by CPMU approved by ADB. DIP for improving academic environment of gifted USE is under preparation. Sub-output activities related to the instructional materials, CEC, math and selected subject teaching, and academic support programme for disadvantaged groups are awaiting development of new curriculum by MOET.

Output 2:

Prior to awarding the civil works (CW) contracts, CPMU has continued resettlement

checks for all civil works sites. To date, 79 out of the total of 135 Social Monitoring Reports were developed, in which 32 reported were endorsed by the resettlement officer and RSDD and 47 reports were reviewed by VRM international resettlement specialist. Procurement of equipment for 63 provincial project management units (PPMUs) has been completed and awarded. Various contracts on development of training materials for (i) active teaching method and disciplines; (ii) life skills, environment and social issues; and (iii) ethnic minority culture preservation have been awarded. The development of training materials is ongoing.

Output 3:

Recruitment of training providers for various capacity development programmes is

ongoing. The training courses will take place from Q2 2015 after completion of training materials

development. For overseas training (OST) for education managers, recruitment of training providers is ongoing, with the OST expected to begin in Q3 2015. Equipment for multifunction room for NIEM has been completed and awarded. CPMU currently develops the training programs for the education management training institutions. This activity will be implemented with support from the national consultants who are expected to be fielded in Q4 2015.

Output 4:

SEHS provides comprehensive support to the PMU in the day-to-day implementation of the project.

Environmental Aspects No significant impact on the environment is anticipated.
Involuntary Resettlement The Project will not entail land acquisition or restrict access to lands, and no relocation of people is planned.
Indigenous Peoples Ethnic group plan prepared which included: (i) targets for participation by ethnic teachers in various training, (ii) ethnicity-sensitive curricula and instructional materials, (iii) training materials on life skills include analyses of key ethnic minority social issues and vulnerability, (iv) selected civil work sites located in ethnic minority areas, and (v) guidelines for block grants to support local needs.
Stakeholder Communication, Participation, and Consultation
During Project Design Consultation with MOET, government agencies, key education development partners, and local stakeholders undertaken.
During Project Implementation ADB fields biannual review missions.
Business Opportunities
Consulting Services

Project implementation will require consulting services in project performance monitoring and evaluation. All ADB-financed international and national consultants will be selected and engaged by the Government through a firm, using quality- and cost- based selection (80:20 ratio) and other arrangements satisfactory to ADB concerning the engagement of national consultants.

A firm will be engaged to provide an estimated 81 person-months (pm) of international consultant inputs and 236 person-months of national consultant inputs using QCBS method with a standard quality cost ratio of 80:20. Full technical proposals (FTPs) will be required for submission; shortlisted consultants allowed 45 days to prepare FTPs.

All consulting packages must be advertised in Consulting Services Recruitment Notice on ADB s website, www.adb.org (https://uxdmz06.adb.org/OA_HTML/OA.jsp?OAFunc=XXCRS_CSRN_HOME_PAGE). The minimum advertising period is 30 days.

The government is advised to select electronic submission of Expression of Interest (EOI) to be able to cross-check companies' performance records in ADB's Consultant Management System (CMS).

Procurement

All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (July 2013, as amended from time to time) and the procurement plan prepared and agreed between the Government and ADB.

For goods, international competitive bidding (ICB) procedures will be used for goods valued at $500,000 or above; national competitive bidding (NCB) procedures will be used for goods valued below $500,000 but equal $100,000 or above; and shopping procedures will be used for goods valued below $100,000. For works, international competitive bidding (ICB) procedures will be used for works valued at $5,000,000 or above; national competitive bidding (NCB) procedures will be used for works valued below $5,000,000 but equal $100,000 or above; and shopping procedures will be used for works valued below $100,000.

Before the start of any procurement ADB and the Government will review the public procurement laws of the central and state governments to ensure consistency with ADB's Procurement Guidelines.

Project civil works will consist of construction of new classrooms and other facilities (laboratories, pedagogical centers of excellence). Local government resources will finance design and construction supervision and selection and engagement of these services will follow government procedures. The civil works are spread over upper secondary schools in 33 disadvantaged provinces and procurement for civil works contracts will follow national competitive bidding (NCB) procedures. The PPMUs will ensure appropriate implementation of the civil works.
