Description The proposed Second Upper Secondary Education Development Project (USEPD II/the Project) is designed as a positive school-sector intervention for effective human resource development that will contribute to the economic development of the Socialist Republic of Vietnam (the Government) and address such social and economic issues as poverty reduction, improved knowledge and skills for school graduates entering the labor force and greater equity of educational opportunity across all spectrums of society. The Project will help the Government to promote its ongoing reform initiative for upper secondary education (USE) through upgrading of teaching and learning to international standards, improve student access and retention, especially in disadvantaged regions and strengthen school management to achieve the planned objectives for USE. Project activities include construction of education facilities for USSs, provision of simulation classrooms for selected teacher training universities (TTUs) to provide practical teaching experiences, improved instructional materials and equipment for disadvantaged schools and planned model schools, oral English materials to improve foreign language learning, pilot support for disabled students at USE level, provincial block grants to local education authorities, pilot teacher training programs through public-private partnership (PPP), support to the National Institute of Education Management (NIEM), and conduct a number of research studies to examine ways to improve USE planning and management. The Project will principally be national in scope, with access-related project investments targeted to selected disadvantaged areas.

Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1:

Contracts for the first two packages for overseas short-term training courses on curriculum and textbook

drafting skills have been awarded in June 2015. The training of these 2 OST courses will start early September and October, respectively. For the last package, which provides training for 45 core specialists, RFP was issued to all 6 shortlisted consulting firms. The public technical proposals opening will be conducted in early September this year. It is expected that, the contract will be awarded in Q1/2016.

Three in-country INSETT training activities have been provided to 1,805 USS teachers on teaching and assessment of student performance with concentration on development of student's competence since January 2015. In addition, a workshop on renovation of teaching and training of teachers of teacher training institutes was given to 925 TTU's lecturers. Various in-country training courses were conducted, such as provision of training on development skills of training programs for 900 TTUs/TTIs and training on development of teaching topics for integrated subjects with concentration of students; competence for 1,890 USS teachers in May 2015. All activities under the subcomponent 1-a-2 are almost completed.

As initially designed, provision of textbooks and development of instructional materials based on the new USE curriculum was originally for 2014 to 2018 implementation, but has not yet been implemented due to unavailability of the new curriculum and textbooks. The next review mission will assess the timing of the Ministry of Education and Training's completion of the development of the new curriculum and textbooks.

Procurement of equipment for the specialist schools is scheduled for 2017 for an estimated ICB package of $1.18m. The ICB package of about $3.4 million on provision of equipment to support for the provincial CECs was behind the schedule as the MOET management requested for the rearrangement of this

package. The contract is expected to be awarded in Q2 2016.

Procurement of books is awaiting the fielding of international and national consultants on foreign language. ICB package for language training equipment is under preparation; the revised list of equipment approved by ADB in September 2015.

Detailed implementation plans for in-country in-service training programs for teachers to guide students' self-study have been approved by ADB. Training will commence in Q4 2015. Training materials for the first 9 subject areas have been completed.

Procurement has been started for construction/update of centers for pedagogical excellence in Hue University, Hanoi National University of Education, and Thai Nguyen Pedagogical University. Contract award ongoing.

Development of training materials for 8 subject areas in the improvement of quality of teaching of selected subjects has been completed. Training to be implemented in Q4 2015.

Output 2:

135 social monitoring reports for 135 newly built schools have been approved by ADB and disclosed on the ADB website. Twelve out of total 33 project provinces have completed bidding process. 62 out of total 135 contracts have been awarded. Remaining 478 classrooms (355) and subject rooms (123) for construction.

Contracts for procurement of equipment for 18 selected provincial ethnic minority boarding upper secondary schools have been awarded in May 2015.

Training materials for provision of INSETT for active teaching methods, life skills and cultural preservation of ethnic minorities have been developed. Training has been provided to 308 teachers of 33 project provinces. Remaining training courses will be conducted in Q4 2015.

Output 3:

Development of training materials for capacity training of USS principals and CEC directors has been awarded. Training programs have been conducted for 3,829 education managers and officers. The overseas study training package is expected to be awarded in Q1 2016.

Provision of block grants is pending the mobilization of international and national consultants.

Researches on upper secondary school education management will be conducted Q4 2015.

Provision of equipment for multifunction room for the National Institute for Education Management has been completed. In-country training on development of e-learning materials has been completed for 70 lecturers of training institutes for education managers. Second batch of training will be implemented in 2016.

Output 4:

A combined audited project financial statements (APFS) were submitted to ADB on 18 June 2015, well ahead of the deadline. The audit report rendered an unqualified auditor's opinion for fiscal year 2013-2014. Initial OSFMD and SEOD review recommended unacceptability of the initial submission due to (i) financial reporting standards not clearly stated in the Notes to the APFS; and (ii) the Note on Expenditures does not reconcile with the APFS; and (iii) some minor errors which were later on clarified and accepted by ADB. The APFS has been disclosed in the ADB website

in compliance with the Public Communications Policy.

The recruitment of loan implementation consultants through QCBS has been substantially delayed.

Submission 3 was submitted to ADB for reviewing and approval. Upon ADB's NOF on the Submission 3, the CPMU will proceed with the contract negotiation with the 1st ranking consulting firm. It is expected that the contract negotiations in October.

The procurement of equipment for 63 CECs has been delayed for due to the requirement from the MOET to rearrange the list of equipment for this package to link with other on-going projects. An ICB package on provision of equipment for foreign language room is under preparatory actions for bidding.

Environmental Aspects No significant impact on the environment is anticipated.
Involuntary Resettlement The Project will not entail land acquisition or restrict access to lands, and no relocation of people is planned.
Indigenous Peoples Ethnic group plan prepared which included: (i) targets for participation by ethnic teachers in various training, (ii) ethnicity-sensitive curricula and instructional materials, (iii) training materials on life skills include analyses of key ethnic minority social issues and vulnerability, (iv) selected civil work sites located in ethnic minority areas, and (v) guidelines for block grants to support local needs.

Business Opportunities
Consulting Services

Project implementation will require consulting services in project performance monitoring and evaluation. All ADB-financed international and national consultants will be selected and engaged by the Government through a firm, using quality- and cost- based selection (80:20 ratio) and other arrangements satisfactory to ADB concerning the engagement of national consultants.

A firm will be engaged to provide an estimated 81 person-months (pm) of international consultant inputs and 236 person-months of national consultant inputs using QCBS method with a standard quality cost ratio of 80:20. Full technical proposals (FTPs) will be required for submission; shortlisted consultants allowed 45 days to prepare FTPs.

All consulting packages must be advertised in Consulting Services Recruitment Notice on ADB s website, www.adb.org (https://uxdmz06.adb.org/OA_HTML/OA.jsp?OAFunc=XXCRS_CSRN_HOME_PAGE). The minimum advertising period is 30 days.

The government is advised to select electronic submission of Expression of Interest (EOI) to be able to cross-check companies' performance records in ADB's Consultant Management System (CMS).

Procurement

All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (July 2013, as amended from time to time) and the procurement plan prepared and agreed between the Government and ADB.

For goods, international competitive bidding (ICB) procedures will be used for goods valued at $500,000 or above; national competitive bidding (NCB) procedures will be used for goods valued below $500,000 but equal $100,000 or above; and shopping procedures will be used for goods valued below $100,000. For works, international competitive bidding (ICB) procedures will be used for works valued at $5,000,000 or above; national competitive bidding (NCB) procedures will be used for works valued below $5,000,000 but equal $100,000 or above; and shopping procedures will be used for works valued below $100,000.

Before the start of any procurement ADB and the Government will review the public procurement laws of the central and state governments to ensure consistency with ADB's Procurement Guidelines.

Project civil works will consist of construction of new classrooms and other facilities (laboratories, pedagogical centers of excellence). Local government resources will finance design and construction supervision and selection and engagement of these services will follow government procedures. The civil works are spread over upper secondary schools in 33 disadvantaged provinces and procurement for civil works contracts will follow national competitive bidding (NCB) procedures. The PPMUs will ensure appropriate implementation of the civil works.
