Description of Outcome | Improved urban services and enhanced climate change resilience in participating municipalities |
Progress Toward Outcome | As of Q3 2023, Based on the revised implementation schedule the overall physical progress of the project is 83%. The progress is mainly the construction of civil works in Kampong Chhnang. The time of loan elapsed is 93% since project approval. There will be a request for extension of loan closing date up for 12 months up to 30 Apr 2025. Cumulative contract awards and disbursements of loan and grant including advance to the EAs account and interest charged by ADB were $43 million and $ 32.54 million respectively, equivalent to 95% and 72% of the total loan/grant proceeds. |
Implementation Progress | |
Description of Project Outputs | Policy and regulatory environment improved Urban infrastructure improved Institutional effectiveness improved |
Status of Implementation Progress (Outputs, Activities, and Issues) | The report on Climate Change Adaptation in Urban Development was presented in June 2018. The Law on Construction was enacted by the National Assembly on 7 October 2019, and approved on its form and legal concept on 18 October 2019. The law does not include or refers to a building code. ADB to finalize discussions with the EA on possible revision or even a waiver of this indicator/covenant. Inputs on draft sanitation law to be provided by PMC to MPWT. The construction of landfills in Kampong Chhnang and Pursat were completed in April 2022. The landfills will have capacities for storage of solid waste of respectively 120.000 m3 and 140.000 m3 after a design change that added an additional waste storage cell to both landfills. On-going institutional arrangement is underway for operations of the landfills. In Pursat 23.7 km of new drainage lines were installed and 22 km of existing drainage lines were be cleaned, repaired, and interconnected with the new drainage lines. In Kampong Chhnang, construction of 19 km of new drainage lines and 22 km of drainage lines is underway. The WWTP in Pursat with a capacity of 2.1 Mld was completed. Under the Kampong Chhnang Sewerage, Flood Protection and Wastewater Treatment, a WWTP will be constructed with a capacity of 4.2 Mld. The contract was signed in August 2022, and the construction works commenced in January 2023, and intended completion date is January 2025. At present 81 VIP latrines have been installed in the Toul Mkak Village and 26 VIP latrines in the Kaoh village in Pursat The remaining sanitation facilities will be included in the contracts of CW05 and CW10. PADEK completed complete survey of HH in project area to identify total ID Poor numbers and Female Headed HH numbers and corresponding sanitation status. But PADEK's contract expired on 31 Dec 2022. Additional latrines are to be constructed after approval of VO2 of CW10 Contract. The two recent missions (May and September 2022) met with the Provincial Governments and Municipal Authorities on the management arrangements for the created landfills and the associated waste collection in the two Municipalities. USUs for both landfill were established. Resources under ADB TA 6752 SFRC have been mobilized to provide support. In service training for the operation of the SWM facilities and equipment will be provided by the PMIS after commissioning of the landfills and handover of the SWM equipment. Training is provided by the NGO and the PMIS gender specialist. Participation in the training by women was high (61%). Hygiene promotion campaigns were complete in Q4 2022. |

Summary of Environmental and Social Aspects | |
---|---|
Environmental Aspects | The environment safeguard category is B. Initial environmental examinations and an environmental assessment review framework have been prepared. Climate resilience measures are integrated into the project. Environmental impacts are related to siting, design, construction, and operation; and mitigation measures are part of the environment management plans (EMPs). EMPs have been prepared for solid waste management, sewerage, drainage, and the wastewater treatment plants, and these form part of the bidding and contract documents. Potential adverse impacts during construction are expected to be temporary and will be mitigated through the EMPs, which have been updated to include COVID-19 mitigation measures. The project includes budget and institutional arrangements for EMP implementation and monitoring. The IEE/EMPs are updated on completion of DED for each package. |
Involuntary Resettlement | The safeguard category for involuntary resettlement is B in accordance with ADB's Safeguard Policy Statement (2009). An estimated 33.8Ha of land (16 + 6.6 + 10.7 = 33.3 Ha [public] and 5,525 m2 [private]) will be (or has been) acquired for the project. 48 affected households (AHs) with 233 Affected Persons (APs) have been identified in the participating municipalities, with no affected HH from the network laying activities, where potential impacts can be mitigated during construction. 22 AHs (111 APs) are in Kampong Chhnang Municipality, and 26 AHs (122 APs) in Pursat Municipality. There are 18 significantly affected households (90 APs) in Kampong Chhnang; One AH (7 APs) will be severely affected by acquisition of private agricultural land equal to 10% or more of their total productive land, 13 AH (74 APs) by loss of land use and 7 AH (25 APs) by loss of residential land (some AH experiencing more than one type of loss). Two (2) AHs will be severely affected in Pursat due to loss of agricultural land/permanent loss of land use equivalent to 10% or more of their total productive assets. The RPs have been prepared in accordance with Royal Government of Cambodia laws and regulations and ADB's SPS (2009). |
Indigenous Peoples | The indigenous peoples safeguard category is B. Ethnic Cham and Vietnamese were identified and meaningfully consulted in Kampong Chhnang villages. They live alongside the Khmer majority and are well integrated the larger community. Design features are included to ensure the ethnic Cham and Vietnamese are beneficiaries and are meaningfully consulted. Output 3 (community mobilization and environmental improvements) identifies villages where ethnic Cham and Vietnamese are a majority of beneficiaries. |
Stakeholder Communication, Participation, and Consultation | |
During Project Design | A consultation and participation plan for the project has been developed in accordance with the Asian Development Bank (ADB) guidelines. The plans includes a stakeholder analysis, a record of consultations conducted during project preparation, and a consultation and participation plan. The project also includes a dedicated output (Output 3: Community mobilization and environmental improvements) that has been designed to be community-driven and participatory, focusing on household sanitation improvement for identified poor households, climate change and hygiene awareness and action, and small-scale infrastructure improvements for pre-identified vulnerable groups. |
During Project Implementation | Consultations are ongoing with various stakeholders, as required. For output 2, the focus is on community-driven improvements, implementation has commenced and includes latrines and emergency flood relief packages, following the Pursat floods of 2020 (this was output 3 in the original DMF). |
Business Opportunities | |
---|---|
Consulting Services | All consultants will be recruited according to ADB's Guidelines on the Use of Consultants (2013, as amended from time to time). |
Procurement | All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2015, as amended from time to time). International competitive bidding procedures will be used for civil works contracts estimated to cost $3 million or more, and supply contracts valued at $1 million or higher. Shopping will be used for contracts for procurement of works and equipment worth less than $100,000. In cases where NCB will be used, the first NCB contract will be reviewed and approved by ADB. All succeeding contracts will be post review. |
