Description

The objective of the project is to provide targeted support to several of

the most disadvantaged communities in Nepal.

Project Rationale and Linkage to Country/Regional Strategy The need for targeted interventions is thus much warranted to reach out to those who have remained excluded. The concept for the proposed JFPR project materialized from the feedback from the regional consultations held during the Country Partnership Strategy (CPS) midterm review in 2008. An overwhelming response was received, especially from the local people, on the gap in reaching out to the most excluded groups despite the Government's and development partners' focus on inclusive development in recent years. The need for targeted programs, in parallel with mainstreaming interventions, was thus highlighted. The project has a direct linkage to the CPS (2005?2009) which identifies inclusive social development as one of its four pillars. The social empowerment focus of the project is highly relevant with ADB's Indigenous People Policy which highlights the need to "legally recognize the ancestral domain and traditional rights of indigenous people over land and resources and their right to direct the course of their own development and change." The Government's poverty reduction strategy has also been highlighting inclusive development and the need for targeted programs since the Tenth Plan (FY2003?FY2007) and the Three Year Interim Plan (FY2008?FY2010) identifies, as one of its pillars, the need to adapt an inclusive development process and carryout targeted programs.

Enhanced participation by men and women of the target groups in local decision making processes and

economic activities

Progress Toward Outcome By project end:- 760 target group members joined various community organizations after project intervention- 510 children (320 girls) enrolled in school- NRs 4.8 million funds raised by target group members from local bodies and CSOs in FY2015- Women's workload (household chores) reduced from 13 tasks to 8 while men's increased from 3 to 7 before and after the project intervention - 81 groups consisting of 2,000 households have started their own micro-enterprises- Access to micro-credit improved with group members raising and mobilizing NRs 1.6 million through savings and credit facilities in FY2015

Status of Implementation Progress (Outputs, Activities, and Issues) - 2,000 of the poorest households selected through PRA methodology in 8 project districts (500 Tarai Dalit; 500 hill Dalit; and indigenous groups: 500 Kumal; 250 Majhi, 250 Bote) - 80 social mobilizers (58.75% women) recruited and trained on PRA, REFLECT, and social mobilization techniques. - All 80 groups developed gender-responsive community action plans in different issues such as violence against women, caste discrimination, access to local resources, participation in decision making process of local government bodies and launched various social campaigns - 85 % of the targeted population (97.36% women) participated in social campaigns- Each of the 80 groups consisting of 2,000 members (87.66% women) provided 140 days of REFLECT course - 275 group leaders including social mobilizers provided basic entrepreneurship training- All group members oriented by trained leaders on entrepreneurship development - Skills training on chosen enterprise provided to all group members- All 80 groups established savings and credit facilities - All 80 groups are registered in the District Agriculture Development Office or District Livestock Services Office giving them a legal identity

During Project Design The project concept was formulated after extensive stakeholder consultations during the midterm review of the CPS (2005 2009), held between January and April 2008, when concerns were raised regarding outreach to the most vulnerable groups. A series of consultations were organized in Kathmandu and the project districts between October 2008 and March 2009 to discuss major constraints to the development of highly marginalized groups and how best to support them. A fact-finding mission was fielded intermittently from 8 September to 21 October 2009 to further develop the proposal. Consultations were held with development partners, particulary JICA, GTZ, DFID, AusAID and New Zealand Aid Programme.
