Summary

The proejct will assist the Government of Cambodia to improve the provincial national road network in northwestern Cambodia and the cross-border facility with Thailand. The proeject includes (i) improvement of National Road 56 (NR 56) (from Sisophon to Samraong, approximately 113 kilometers, (ii) improvement of the cross-border facility at O'smach, (iii) a road maintenance program, (iv) a road safety program, and (iv) an HIV prevention and anti-human trafficking program.

Description The proejct will assist the Government of Cambodia to improve the provincial national road network in northwestern Cambodia and the cross-border facility with Thailand. The proeject includes (i) improvement of National Road 56 (NR 56) (from Sisophon to Samraong, approximately 113 kilometers, (ii) improvement of the cross-border facility at O'smach, (iii) a road maintenance program, (iv) a road safety program, and (iv) an HIV prevention and anti-human trafficking program.
Project Rationale and Linkage to Country/Regional Strategy

The NR56 is a major provincial road that traverses two provinces (Bantay Meanchy and Oddar Meanchey) in northwestern Cambodia, and also links the project area with the northeastern provinces of Thailand. Banteay Meanchey and Oddar Meanchey provinces are among the poorest provinces in Cambodia, and have high poverty levels. The provinces have strong potential for agriculture development (rice, vegetables, and fruit plantation) but the existing road infrastructure is inadequate fo sustainable rural development. The project road is a gravel road, the surface of which is severely degraded and is subject to flooding and thus impassable during the wet season. The land in the project area is underutilized; however, since 2006, the area has seen a gradual increase in contract farming from Thailand.

The project road links with NR 5, forming a feeder linlk to the Greater Mekong Subregion east-west economic corridor. The road also connects to NR 68 that links with Thailand at O'smach, a strategic border point with strong potential to promote subregional transport and trade between northwestern Cambodia and northeastern Thailand. Therefore, the proposed rehabilitation of NR 56 and the O'smach border facility will increase access to local markets, reduce travel times and vehicle operating costs, and increase tourism, leading to increased economic activity in the project area. Also by providing more direct routes to border crossings and links to major economic corridors, the Project will strengthen subregional cooperation between Cambodia and Thailand.

Progress Toward Outcome As of end Aug 2014, project had some delays due to the suspended CW3 contract and lagging behind schedule of CW1 and CW5 contracts due to delays in contract variations and flooding. The overall progress is 71.1%.
