Description

determine detailed regulatory reforms; and operational and financial assessment of the franchise tendering scheme including criteria for designating uneconomic routes, affordability to users, and required service standards.

Project Rationale and Linkage to Country/Regional Strategy Poor transport links constrain economic growth and service delivery in Vanuatu, as the population of around 215,000 is spread over an archipelago of around 60 populated islands. The Government's Priorities and Action Agenda 2006-2015 and ADB's COBP both call for critical constraints to rural accessibility to be alleviated through improved transport. Rural economic development can be significantly enhanced through safe, reliable, and efficient rural interisland shipping services.
Impact The Project is expected to result in interisland shipping services that are frequent, reliable, and safe.
Project Outcome
Description of Outcome The outcome of the PPTA will be agreement between the government, ADB, and NZAID (as a likely cofinancing partner) on the project's scope, objectives, implementation arrangements, and financing structure.

Description of Project Outputs The output will be a final report suitable for project preparation. The TA will conduct full technical assessment of the civil works including preliminary engineering, economic, social, and environmental assessments; an institutional analysis to determine detailed regulatory reforms; and operational and financial assessment of the franchise tendering scheme including criteria for designating uneconomic routes, affordability to users, and required service standards. All assessments are expected to be complete by the end of July 2009 to enable project fact-finding to be undertaken.

All consultant requirements for this TA have been recruited and fielded.

ADB is collaborating with New Zealand on this TA through a parallel financing arrangement. The ADB-contracted consultants will work closely with a team contracted by New Zealand that will be responsible for team leadership, sector analysis and maritime operations, legal and regulatory assessment, and engineering and cost estimation.
