Summary

The TA will: (i) prepare a fully costed and prioritized sanitation master plan for the Koror and Airai area, and (ii) develop an investment project incorporating high priority components identified in the sanitation master plan. The Sanitation Sector Deelopment Project will benefit from the preparatory assessments already undertken by the Babeldaob Water Supply Project PPTA and will compliment the creation of a water supply and sanitation utility with capacity development in sanitation and the sewerage operations.

Project Rationale and Linkage to Country/Regional Strategy The PPTA is identified in the Country Partnership Strategy 2009-2013, as strategy objective 3, Deliver safe water and sanitation services to Palauans. Investment in sewerage collection and treatment infrastructure is a high infrastructure priority in Palau. identified as one of the top priorities in the Palau Medium Term Development Strategy 2009-2014, Actions for the Future (MTDS).
Impact TA impact is efficient, effective, and affordable sanitation services. Strengthening basic infrastructure will facilitate tourism sector investment in Palau and particularly in Koror, the country's center of tourism activity. It will improve the health and security of the resident population currently experiencing sewerage outflows. Environmental risks of the treatment works will also be mitigated through this activity. The works will be prepared with climate change risk considerations to ensure further environmental protection and sustainability.
Project Outcome
Description of Outcome An investment project for high priority sewerage infrastructure in the Koror and Airai areas. Eighty percent of the population resides in two urban centers of Koror and Airai.
Progress Toward Outcome PARD is currently selecting a firm to develop a Sewerage master plan and ADB Investment feasibility study. Technical selection is complete. Financial assessment is underway. Mobilization is scheduled for August. Delays in starting TA implementation are being experienced due to the delay in starting the Palau Water Sector Improvement Program.

Description of Project Outputs

Component 1: Master Sanitation Plans for Koror and Airai (31 January 2010)

Sewerage master plans for the Koror-Airai urban and peri-urban areas covering:

(i) identification of Government's objectives for the sanitation sector in Koror and Airai;

(ii) identification of the constraints in achieving those objectives;

(iii) an outline of possible measures and programs to address those constraints;

(iv) projections of sewage loads for a range of growth patterns in Koror and Airai;

(v) identification and analysis of options for the rehabilitation and augmentation of the Koror sewerage system to meet existing and predicted loads for short, medium, and long term load growth scenarios.;

(vi) identify and analyze options for the development of a sewerage system to service the residents of Airai

(vii) develop a fully costed and prioritized sewerage development plan for Airai including strategies for phased implementation of the recommended rehabilitation and augmentation works.

Component 2: Preparation of a Priority Investment Project (31 December 2010)

An investment project incorporating the high priority components of the sewerage master plans, as agreed with the Government. Key activities will include:

(i) development of project outlines for the implementation of the high priority sewerage components;

(ii) financial and economic analyses of the proposed investment components;

(iii) social and environmental analyses in accordance with ADB requirements, and initial environmental evaluation, environmental impact assessments, and land acquisition and resettlement framework and plan;

(iv) assessment of the potential for public private partnerships, including private sector capacity; and

(v) preparation of a project design report presenting project outlines and methods for delivery, sources of funding and means of servicing the capital and O&M expenses and setting up of specific arrangements for the same.

During Project Design Consultations were held with the Bureau of Public Works, Capital Infrastructure Projects Group, Sewerage Treatments Plant, Ministry of Finance, the Vice-President, and the project team designing the Babeldaob Water Supply Project.
During Project Implementation Community participatory consultations will be held to develop the National Sanitation Sector Plan and investment project. An international and national Community Awareness specialist is being engaged.
