Description The TA will support preparation of a new Welfare Improvement Strategy for Uzbekistan, 2013-2015 (WIS II). It will also support and inform the preparation of ADB's new country partnership strategy (CPS) for UZB.
Project Rationale and Linkage to Country/Regional Strategy The Government of Uzbekistan requested ADB support in preparation of the WIS II. The WIS II is the key development strategy document for the Government of Uzbekistan and will provide the framework for development planning and implementation in the country. Through assisting in undertaking various background thematic assessments, the TA will also support in preparing the new CPS which will define the scope of partnership between ADB and the Government of Uzbekistan in meeting development objectives of the country over the next 5 years.

Project Outcome
Description of Outcome WIS II provides a comprehensive vision for national development and has full ownership of government and stakeholders
Progress Toward Outcome WIS II informed the strategic directions of the country partnership strategy for Uzbekistan for 2012-2016. It facilitated discussion with Ministry of Finance, and other major government agencies of strategy formulation and programming of ADB operations in Uzbekistan. TA provided critical support in moving forward existing projects as well as in identifying potentially new areas and projects for ADBs future engagement.

Status of Implementation Progress (Outputs, Activities, and Issues)

WIS II final report was submitted to ADB in December 2012. On 21 February 2013, the Government approved WIS II.

Completed thematic assessments of welfare, governance assessments in energy, transport and urban sectors and environment assessment were submitted by end 2011. These were widely used in the CPS for 2012 2016, which was endorsed by the Board in September 2012.

An ADB consultation mission on strategy and program formulation was conducted in November 2011, and held roundtable discussions with major government agencies, donor community, private sector and non-government organizations. In October 2012, an ADB review mission conducted final dissemination workshop, where all TA outputs such as WIS II, welfare assessment, governance assessment and environment assessments were presented to wider community, which included representatives from major government agencies, donor community and academia.

During Project Design Ministry of Economy formally requested ADB for TA to support the preparation of WIS II. Details of the assistance were discussed with the Ministry, other key Government agencies, and international development partners, to ensure their systematic inputs and participation in the TA design process.
During Project Implementation The WIS II preparation is following a participatory approach and government and non-government stakeholders are being regularly consulted through roundtables on key sector and thematic issues. Relevant government agencies and private sector institutions are engaged on a continual basis on the preparation of the background assessments for the country partnership strategy.

Procurement Two government think tanks (Institute for Macroeconomic Forecasting and Research and Institutefor Social Researches, both under the Cabinet of Ministers in Uzbekistan) will be engaged through single source selection method, while additional individual consultants are to be engaged. All consultants will be engaged in accordance with ADB's Guidelines on the use of Consultants.
